ForewordThe <strong>Licensing</strong> Act 2003 radically changed theway licensed premises are now supervised andmanaged. The Act particularly affected the <strong>City</strong> <strong>of</strong><strong>Westminster</strong>, which has one <strong>of</strong> the most intenseconcentrations <strong>of</strong> licensed premises in England andWales.By working together with our partners at <strong>Westminster</strong><strong>City</strong> <strong>Council</strong>, we have been able to use the Act tosuccessfully promote the licensing objectives andmake signifi cant inroads into reducing crime and thefear <strong>of</strong> crime within <strong>Westminster</strong>.“ I am confident that thisrevised policy will assistlicensed businessesto provide a saferenvironment for visitorsand employees.”This revised policy has been issued after extensiveconsultation with our partners, businesses andcommunity groups. It builds on the experience wehave gained by the use <strong>of</strong> the Act, particularly whenaddressing issues that affect the safety and wellbeing <strong>of</strong> residents, visitors and those working in theentertainment industry.I am confi dent that this revised policy will assistlicensed businesses to provide a safer environmentfor visitors and employees.
