TheTeam therefore recommends that the Wetland managementprogramme should be directly implemented by the Department <strong>of</strong>Envir<strong>on</strong>ment & Forests and the funds allocated and released by theMoEF for the project including for that <strong>of</strong> LCRMN programme shouldbe placed at the disposal <strong>of</strong> Dept. <strong>of</strong>Envir<strong>on</strong>ment & Forests <strong>of</strong> <strong>Lakshadweep</strong> Administrati<strong>on</strong>, under aseparate head <strong>of</strong> Account.The department has no permanent <strong>of</strong>fice in Kavaratti to accommodateDeputy C<strong>on</strong>servator <strong>of</strong> Forests with Envir<strong>on</strong>ment Wardens. The departmentis functi<strong>on</strong>ing in <strong>on</strong>e room in the <strong>of</strong>fice <strong>of</strong> the Superintendent <strong>of</strong> Police.Necessary vehicles for movement, communicati<strong>on</strong> equipment, patrollingboats, and m<strong>on</strong>itoring equipment are also essential for the purpose <strong>of</strong>scientific and systematic management <strong>of</strong> natural resources and ecomanagement <strong>of</strong> the Island’s resources.Since the manpower and the basic infrastructure facilities available either forimplementati<strong>on</strong> <strong>of</strong> <strong>coral</strong> wetland c<strong>on</strong>servati<strong>on</strong> and management programmeor the marine ecosystem and resource c<strong>on</strong>servati<strong>on</strong> programmes in theisland groups is grossly inadequate, the Team recommends the creati<strong>on</strong><strong>of</strong> adequate number <strong>of</strong> technical and support staff – starting from thelevel <strong>of</strong> Assistant C<strong>on</strong>servator <strong>of</strong> Forests to the level <strong>of</strong> Class IV staffunder the Department <strong>of</strong> Envir<strong>on</strong>ment & Forests with additi<strong>on</strong>al basicinfrastructure facilities, <strong>on</strong> the basis <strong>of</strong> a revised proposal to besubmitted in the prescribed format to the MoEF by the <strong>Lakshadweep</strong>Administrati<strong>on</strong>, for c<strong>on</strong>siderati<strong>on</strong> and approval.5.2 Master Plan for Coral Reef c<strong>on</strong>servati<strong>on</strong> & ManagementC<strong>on</strong>sidering the fact that there is <strong>on</strong>ly year to year plan for assessment <strong>of</strong>status <strong>of</strong> <strong>coral</strong> reef and their management, the Team recommends that adetailed/comprehensive master plan indicating the future l<strong>on</strong>g-term plan <strong>of</strong>acti<strong>on</strong> for Coral Reef wetland management in all the island groups in<strong>Lakshadweep</strong> till the year 2020 should be prepared and placed before the<strong>Planning</strong> Commissi<strong>on</strong> and MoEF for approval and allocati<strong>on</strong> <strong>of</strong> funds at theappropriate time – annual plans and 5 year plans for its implementati<strong>on</strong>.5.3 Preventing introducti<strong>on</strong> <strong>of</strong> exotic weedsThe Team observing that there is no Prosophis in any part <strong>of</strong> the island,recommends that the Administrati<strong>on</strong> should take all precauti<strong>on</strong>s against evenaccidental introducti<strong>on</strong> <strong>of</strong> this weed in the islands.11
