Such measures may includeactions against persons holding public office or officials whoare absent from meetings without good cause or who are found bythe High representative to be in violation of legal commitments madeunder the Peace Agreement or the terms for its implementation.1 This provision is very vague and it is up to the HR to interpret it as he sees fit.
