ALEXANDRINA COUNCIL6.2 Wildlife On Hindmarsh IslandFile Ref: 1.063.001Officer (full name):David CooneyFrom:Community groupOfficers Consulted (full name): Dennis ZankerCorporate Plan Objective No: 2.01.04Budget Allocation: $1,000 Budget Spent to Date:Chart <strong>of</strong> Account: Job Number: 50659ESD Impact/Benefit:-* Environmental: Reduce incidence <strong>of</strong> road kill.* Social: Build on educational value <strong>of</strong> signageinstalled in 2002.* Economic: Better presentation <strong>of</strong> area for visitors.(better than seeing dead birds on the road)REPORTThe Lower Lakes and Hindmarsh Island are part <strong>of</strong> the Ramsar area.(Coorongand Lower Lakes Ramsar Area).<strong>Council</strong> has participated in the managementplan for this zone, and supports the objectives <strong>of</strong> this plan.Hindmarsh Island is home to a number <strong>of</strong> the 85 species <strong>of</strong> water birds recordedin this area, particularly shorebirds.Because <strong>of</strong> the increased traffic flows on to the island there has been a markedincrease in the number <strong>of</strong> birds killed or injured by cars. <strong>Council</strong> undertook toinstall signage at critical areas around the district, alerting motorists to theincreased presence <strong>of</strong> wildlife.To reduce the problem that is most evident on the Hindmarsh Island approach tothe bridge, a low ( 900mm) mesh fence on either side <strong>of</strong> the road <strong>of</strong>f the verge,and placed through or behind existing vegetation would restrict access to theroad. Under the Local Government Act, Cemeteries,as a community land must have management plans developed by December2004. Previously, regulators have tried to setacceptable limits to assess nuisance from noise. ALEXANDRINA COUNCIL6.4 DRAFT ENVIRONMENT PROTECTION ( NOISE) POLICY ANDEXPLANATORY REPORT & DRAFT ENVIRONMENT NOISE GUIDELINESFOR AUDIBLE BIRD SCARERS.The use <strong>of</strong> gas guns and other audible bird scaring devices is an emotive issueand one creating considerable angst. In an area where vineyards are anexpanding part <strong>of</strong> our rural economic base, it could be argued that in somecircumstances their use us a legitimate and reasonable part <strong>of</strong> the operator <strong>of</strong>the vineyard.If you were living nearby and not associated with the industry youmay not share this view. Monitor and minimize damage tobuilt structure.* Economic: Monitor and address cost <strong>of</strong> control.Ensure <strong>Council</strong> acts to minimize itspotential damage liability.REPORT<strong>Council</strong> has for some time been involved in managing large flocks <strong>of</strong> the littleCorella which have been present (in increasingly large flocks) in the Strathalbyntownship area for some time. Various control methods have been employed todeter the birds and limit damage which has been ongoing in the SoldiersMemorial Gardens, ranging from deterrents such as fright kites and gas guns, totrapping and shooting. We have sought advice from the relevant Governmentagencies and are in fact a partner with Onkaparinga <strong>Council</strong> and the Dept. <strong>of</strong>Environment (abundant species group) in a research project looking at the trendsand movement <strong>of</strong> little Corella flocks in the Fleurieu Peninsular.Large numbers <strong>of</strong> birds have started congregating in Milang, (from late summer)and it is highly likely that they will continue to do so. The reports we havereceived so far indicate nuisance value, (noise and debris), potentialhazards(debris on ground), damage to trees in both the <strong>Council</strong> and privategardens, and damage to property. (telephone lines, boat sails, etc)<strong>Council</strong>s control program is for works in Strathalbyn. Works in other areas havenot previously been funded. ALEXANDRINA COUNCIL6.6 Water Conservation PolicyFile Ref: 2.010.001Cont/…<strong>Council</strong> can play its part in promoting water conservation by requiring all newresidential building construction and any bathroom/toilet extension work toexisting residential buildings to install:• a rainwater tank <strong>of</strong> no less capacity than 1000 litres.• a 6/3 litre dual flush toilet system• aerating or low flow showerheadswhere connected to mains water. We are not promoting use <strong>of</strong> rainwater fordrinking.Annual average water savings will amount to approximately 40,000 litres peryear per residence for the above initiatives. With savings in water use bills, thepay back time is approximately 5 years or less if the price <strong>of</strong> water increases.<strong>Council</strong> is also a willing partner with the community and is to install meters onpumps and bores, undertake a review <strong>of</strong> watering parks and reserves andchange operational practices for road construction and road maintenance. Anaction plan will be put to <strong>Council</strong> for adoption.The use <strong>of</strong> rainwater for drinking is a personal choice and <strong>of</strong>ten not promoted byenvironmental health bodies based on potential contamination. <strong>Council</strong> canhowever safely promote the use <strong>of</strong> rainwater for the watering <strong>of</strong> gardens andwashing down <strong>of</strong> vehicles.This policy will contribute to the reduction <strong>of</strong> stormwater discharges in urbanareas by promoting water collected on the ro<strong>of</strong> to fill a tank first before enteringstormwater drains. That it be extended and includethe marked channel <strong>of</strong> Liverpool Road 100 metres upstream <strong>of</strong> the bridge, toNew Orleans Street, with existing Controls 2 and 5 to apply.The current Restricted Area 2 extends 60 metres from the embankment <strong>of</strong>Liverpool Road and has a speed restriction <strong>of</strong> 4 knots over the area.The controls over Restricted Area 2 are defined as follows:Control 2Control 5“A person must not operate a vessel fitted with an engine inthe specified waters at a speed in excess <strong>of</strong> 4 knots or in aplaning attitude”.“A person must not ski, aquaplane or be towed in any othermanner by a vessel in the specified waters at a speed inexcess <strong>of</strong> 4 knots”.<strong>Council</strong> requested public comment on the proposal in accordance with the PublicConsultation Policy.ReportThere has been significant interest in relation to this proposal. A petition hasbeen received with 194 signatures objecting to the imposition <strong>of</strong> a 4 knot speedlimit for the channel <strong>of</strong> the River Murray between the Hindmarsh Island Bridgeand New Orleans Street. Of the 194 signatures, 79 reside in the <strong>Alexandrina</strong><strong>Council</strong> area and 115 have indicated residential addresses outside our area.A total <strong>of</strong> 80 written submissions have been received and have beensummarised and attached for elected members information. It will not solve the wash problem which is the basis <strong>of</strong> the request for a 4knot speed limit as many boats create an extensive wash even at slowspeed.3. It will be difficult to police as many boat owners do not have the facility tocheck the speed <strong>of</strong> their boat.4. It is difficult to control the speed <strong>of</strong> sailing boats (which produce very littlewake) and it is unreasonable to restrict their use <strong>of</strong> that part <strong>of</strong> the riverwhen wash is the cause for concern.5. During the month <strong>of</strong> June the community has had a chance to viewsome <strong>of</strong> these treasures and to participate in special community events inlibraries across the state.The <strong>Alexandrina</strong> Library Service held a special event, Treasures@yourlibrary ,on Thursday 19 th June between 2.00pm and 5.00pm, at the <strong>Alexandrina</strong> <strong>Council</strong>Chambers and Goolwa Public Library Local & Family History Room.Treasures@yourlibrary was very successful, with approximately 40 participantstaking advantage <strong>of</strong> the opportunity to see some <strong>of</strong> the treasures held at ourlibrary. It also gave the library a chance to gather feedback in regard to thecommunity needs and expectations for future collection development in thisarea.The theme for the afternoon was Something Old, Something New, SomethingBorrowed and Something Blue. With “Old” treasures such as the Births, Deathsand Marriage Records for the Southern Fleurieu Peninsula plus facsimile copies<strong>of</strong> Matthew Flinders’ navigation charts. It may not be significant in the big scheme <strong>of</strong>things for example if we relate it to our budget or building development, but itdoes have significance in regard to building social capital.Goolwa Judo started out as one <strong>of</strong> the GoolwaSkill programs and is facilitated bya group <strong>of</strong> retired residents who ask for nothing in return, but do it simplybecause they have a passion for the sport and believe young people will benefitgreatly from it’s discipline. The two trainers are Mr Terry Lester and Mr PeterWatt and they are supported by their wives and other members <strong>of</strong> thecommunity. Goolwa Judo Club currently has 20 members and they train everyWednesday night in the Goolwa Centenary Hall from 5.30pm. Anyone from thecommunity is welcome to stop by and watch or participate.The club has developed with the assistance <strong>of</strong> grants from many areas including<strong>Council</strong> and more recently, they received a $1,000 allocation from thedepartment <strong>of</strong> Sport and Recreation. This has enabled the purchase <strong>of</strong> newmats. In late <strong>July</strong> this year two young members will be competing in theNational championships in Perth. They will travel with the state Judo associationand all expenses were met from community donations. Goolwa Judo plans tohave 6 people competing in the National titles next year in Melbourne.The social capital aspect <strong>of</strong> Goolwa Judo is evident in many ways. The Teachersare a key to the initial communication stage with young people at the schooland we received a favorable response.• On Thursday <strong>July</strong> 3 rd , we are presenting the program to 400 hundredstudents at the Eastern Fleurieu School in blocks <strong>of</strong> 100 students persession. Ian Cox and three young people will make this presentationpredominantly from Goolwa who have participated in the GoolwaSkillprogram. Given the proposed location is the Soldiers MemorialGardens, <strong>Council</strong> Officer David Cooney and <strong>Council</strong>’s Heritage advisor RichardWoods are being consulted, including Deputy Mayor Anne Woolford and CrGe<strong>of</strong>f Jarrett.The Angas River Catchment Group and <strong>Alexandrina</strong> <strong>Council</strong> have broad rangingnetworks into the community. These groups will assist the artist as necessary t<strong>of</strong>acilitate workshops about the project at local schools, the community centre,senior citizens centre, Strathalbyn Natural Resource Centre and other meetingvenues to discuss and design the art piece. Rosters will be developed for thegroups to implement the art piece guided by the artist.Traditional owners <strong>of</strong> the area or their representatives will be consulted andencouraged to participate.All groups involved will work closely with the project artist throughout the entireprocess until completion. This will provide skill sharing and learning opportunitiesfor both participants and the artist. ALEXANDRINA COUNCIL10.14 Strathalbyn Community Art ProjectFile Ref: 3.040.001Cont/…The focus upon the natural environment will provide opportunities for awarenessraising and development <strong>of</strong> knowledge about the local flora and fauna species.Project DescriptionTo create a display <strong>of</strong> public art using the mediums <strong>of</strong> paint and mosaic, whichdepicts and celebrates the diversity <strong>of</strong> Strathalbyn’s culture and the naturalenvironment. It will take advantage <strong>of</strong> existing infrastructure being the walls <strong>of</strong> apublic facility, that sits in a very prominent position within the Strathalbyntownship, in the Soldiers Memorial Gardens.The Angas River will feature in the display as it flows through the park and thetownship, serving as a link to cultures both past and present, while sustainingthe life <strong>of</strong> plants, animals and people.The project will embrace people <strong>of</strong> varying cultural and socio economicbackgrounds by utilising a proven “intergenerational” model that encouragesinclusion from a cross section <strong>of</strong> age groups. This model provides theopportunity for communication, participation, skill sharing and development, viathe medium <strong>of</strong> art.The local pr<strong>of</strong>essional artist will work with community groups to provideguidance, knowledge, and skills in the design and implementation <strong>of</strong> the artwork.The project provides a platform to stimulate the community’s interest andunderstanding <strong>of</strong> the natural environment, via an artistic process that has realmeaning. Community consultation will be undertaken in conjunction withauspicing bodies.Currently there are no displays <strong>of</strong> community art projects in Strathalbyn. Thisproject will tap into a broad cross section <strong>of</strong> the community exposing them to acollaborative process that will engender enthusiasm for the arts in general. For Terms1, 2 and 3 <strong>of</strong> the 2002/03 financial year the bus transported a total number <strong>of</strong>8,814 students to and from school within the Goolwa township. For communityuse during the 2002/03 financial year, the bus has been used on a regular basisfor:• Southern Fleurieu Health Service – Aboriginal Health outings• Church <strong>of</strong> Christ – youth outings• Whalers Housing – social community outings• Goolwa Primary SchoolFor community use, we charge 95 cents per kilometer travelled and the groupmust provide a licensed bus driver.In conjunction with SCOTS and the Passenger Transport Board (PTB), <strong>Council</strong>is involved in a South Coast Study into transport needs and requirements acrossthe Southern Fleurieu. This will take into account school usage, local communityneeds and inter-town links such as Goolwa to Victor Harbor.Key stakeholder consultation is currently underway following which the PTB willwork out an appropriate package <strong>of</strong> transportation across the Fleurieu. It is thenproposed that detailed community consultation will occur in principal townsdetailing the package and seeking community input. If a proposed packagereceives community support, it is likely that a PTB tender process will occur witha proposed operation date in January 2004. At this stage it is unknown as towhat level <strong>of</strong> contribution, if any, may be sourced from <strong>Council</strong> to subsidise thebus operation. New services may not require a need for <strong>Council</strong> to be involvedin community transport.At this stage, indications are that the Goolwa and Victor Harbor school bus runswill be picked up by the PTB and included within the package <strong>of</strong> services.Therefore the PTB may subsidise the school service within Goolwa and VictorHarbor. This lease was then extended in 1999 to a further 21 year lease with arevaluation done at the time. The current lease has 16 years to run and anyextension beyond this would need to go to public consultation.ConceptThe concept <strong>of</strong> the Park upgrade is lacking in specific detail. It would be my viewthat should <strong>Council</strong> consider this issue favorably, concept plans should beavailable as part <strong>of</strong> the public consultation. The issues for the community thathave used the Park in the past is the potential loss <strong>of</strong> camp area to fixedstructures. While this is not necessarily a bad thing, as park accommodation is adynamic model, the proposed changes need to be placed openly and honestlybefore the community. Most issues within the proposed works can be seen asnon-threatening and should occur as a matter <strong>of</strong> course for a Park attempting tomaintain or improve its standard. Withregard to the transfer <strong>of</strong> title <strong>of</strong> infrastructure improvements from the lessee tothe lessor, <strong>Council</strong> need to clarify the extent <strong>of</strong> this transfer i.e. does this transferinclude all current lessee infrastructure as well as the future improvements.Should all infrastructure be included and passed to <strong>Council</strong> in a maintainedcondition this concept is extremely favorable toward the Basham Beach Trustand <strong>Council</strong>.CommentFor the Basham Trust and the <strong>Council</strong> to not be disadvantaged by any leaseextensions granted at this time the following issues will need to be addressed inthe revised lease.• Time frames need to be set for works and infrastructure implementationon the site and failing these goals will result in loss <strong>of</strong> the extra 21 yearright <strong>of</strong> renewal and a potential financial penalty.• A revaluation needs to occur prior to the signing <strong>of</strong> the extended lease andfurther revaluations conducted every five years.• Clarify what assets are to be transferred after first 21 year period <strong>of</strong>proposed new lease.ACMM25Moved Cr Beckett seconded Cr Oliver1. ALEXANDRINA COUNCIL31.3 Review Of Roads To Recovery ProgramFile Ref: 1.075.005Cont/…The review also concluded that:• Roads to Recovery Program had gone a good way towards addressingthe local roads problem but many deficiencies remain – both inmaintenance <strong>of</strong> the existing road system and the need to upgrade and insome cases extend it.• Indeed to maintain local road assets at their current level, Roads toRecovery funding needs not just to be continued but be twice its currentlevel. If the program is not continued local roads will quickly revert to theirprevious rate <strong>of</strong> decline. It is therefore being suggested by the LocalGovernment Association, that <strong>Council</strong>s demonstrate to their FederalMembers <strong>of</strong> Parliament, the importance <strong>of</strong> the continuation <strong>of</strong> the Roadsto Recovery Program beyond 2005. The L.G.A.
