In order to develop aplausible picture of infrastructure vulnerability, reliable data on the location, extent, elevation, and physical and operational characteristics of assets should beobtained. Risk assessment, and ultimately adaption planning, additionallyincorporate attributes that express how critical a given asset is to an agency, thegreater transportation system, and the broader region. These data also help toconstruct a better understanding of the potential consequences of climate-relatedasset failure.Determine the Boundaries of Your Study Area(s)Although seemingly the most basic consideration, the selection of study areaboundaries may have significant impacts on both the granularity of theinventory – including how many asset types are included – and the resourcesrequired to carry out the subsequent vulnerability and risk assessment tasks.Further, depending on assets inventoried, broader geographic scales could yielddata mismatches or incompatibilities (if, for example, two municipalitiesmaintain differing data fields for a similar asset type).9-2 Cambridge Systematics, Inc.
