Address<strong>in</strong>g Climate Change Adaptation <strong>in</strong> Regional Transportation PlansA Guide for California MPOs and RTPAs Management/Board of the RTP Process. This <strong>in</strong>cludes <strong>in</strong>dividualssupport<strong>in</strong>g the overall effort to <strong>in</strong>clude <strong>climate</strong> <strong>adaptation</strong> with<strong>in</strong> the RTP,provid<strong>in</strong>g opportunities for cross-agency plann<strong>in</strong>g for a potential <strong>change</strong> <strong>in</strong>practice or new opportunity to <strong>in</strong>tegrate <strong>climate</strong> <strong>adaptation</strong> <strong>in</strong>to the plann<strong>in</strong>gand implementation processes.Technical Staff at the MPO/RTPA. This <strong>in</strong>cludes <strong>in</strong>dividuals who havedirect plann<strong>in</strong>g, operations or design responsibilities that would consider<strong>climate</strong> <strong>adaptation</strong> <strong>in</strong> their practices. These <strong>in</strong>dividuals would have a directrole <strong>in</strong> prepar<strong>in</strong>g for or respond<strong>in</strong>g to <strong>climate</strong> impacts.Cross-Cutt<strong>in</strong>g Agencies. Individuals <strong>in</strong> these departments would likelywork across discipl<strong>in</strong>es provid<strong>in</strong>g data or <strong>in</strong>put to management and technicalstaff. There is a wide variety of expertise that could be <strong>in</strong>cluded <strong>in</strong> thiscategory, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>dividuals <strong>in</strong> emergency response and natural hazardsplann<strong>in</strong>g, economic development, public works eng<strong>in</strong>eer<strong>in</strong>g, <strong>regional</strong> entities<strong>in</strong>clud<strong>in</strong>g air districts and county agencies, <strong>regional</strong> science organizations oruniversities and local nongovernmental organizations.MPOs/RTPAs have an expansive role that spans plann<strong>in</strong>g, design andoperations functions. It is appropriate to coord<strong>in</strong>ate with city agencies, publicworks, or state agencies to determ<strong>in</strong>e a <strong>transportation</strong> asset or facility’s resiliencyand develop relevant <strong>adaptation</strong> options.Set Up Advisory BoardThe MPO/RTPA would ideally select candidates from the stakeholders listed <strong>in</strong>the previous section to set up an advisory board. This board can convene <strong>in</strong>multiple ways depend<strong>in</strong>g on the <strong>regional</strong> make-up, <strong>in</strong>clud<strong>in</strong>g as a task force, acommittee, or a series of expert workshops. Depend<strong>in</strong>g on the level of effortpursued, the duration of the policy development period, and the availability ofstaff, an advisory board can be used for a quick sketch-level assessment or toformulate a longer term strategy or assessment process <strong>in</strong>corporated <strong>in</strong>to theformal RTP. It is very likely that this board would comprise many stakeholdersfrom outside the MPO/RTPA as it will be important to account for local and<strong>regional</strong> activities from different sectors as well as at different geographic scales.In addition to determ<strong>in</strong><strong>in</strong>g potential impacts to <strong>transportation</strong> <strong>in</strong>frastructure <strong>in</strong>the region, a critical task of the advisory board will be assess<strong>in</strong>g how wellexist<strong>in</strong>g policies and programs respond to projected <strong>climate</strong> <strong>change</strong>s.Survey Exist<strong>in</strong>g Climate Adaptation EffortsReview Hazard Mitigation PlansAlthough very few MPOs/RTPAs have ventured <strong>in</strong>to <strong>climate</strong> vulnerability andrisk assessment, many work with their counties to develop hazard mitigation<strong>plans</strong> and conduct local hazard mitigation activities.
