In the already complex and multifaceted, long-range <strong>transportation</strong>plann<strong>in</strong>g on which California MPOs and RTPAs regularly embark, consider<strong>in</strong>g<strong>climate</strong> <strong>adaptation</strong> should support exist<strong>in</strong>g plann<strong>in</strong>g processes rather than takeplace outside of the RTP cycle. With<strong>in</strong> this context, MPOs/RTPAs would ideallydo the follow<strong>in</strong>g every time an RTP is up for development or revision:Identify relevant <strong>climate</strong> stressors (sea-level rise, temperature <strong>change</strong>s, snowmelt, precipitation <strong>change</strong>s, flood<strong>in</strong>g, extreme weather events) and assesstheir impacts and relative risks to the <strong>regional</strong> <strong>transportation</strong> system<strong>in</strong>frastructure and services;Conduct an asset <strong>in</strong>ventory and vulnerability assessment of exist<strong>in</strong>g<strong>in</strong>frastructure;Prioritize segments and facilities for <strong>adaptation</strong> action;Identify appropriate and cost-effective <strong>adaptation</strong> strategies; and Incorporate <strong>climate</strong> impact considerations <strong>in</strong>to future long-range<strong>transportation</strong> plann<strong>in</strong>g and <strong>in</strong>vestment decisions either through projectprioritization or acknowledgment of these impacts and a commitment toongo<strong>in</strong>g study.8-2 Cambridge Systematics, Inc.
