Address<strong>in</strong>g Climate Change Adaptation <strong>in</strong> Regional Transportation PlansA Guide for California MPOs and RTPAs8.0 Module 1: Set Mission, Goals,and Objectives8.1 THE REASON FOR SETTING MISSION, GOALS,AND OBJECTIVESIncorporat<strong>in</strong>g <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> is a new topic <strong>in</strong> <strong>transportation</strong>plann<strong>in</strong>g. It must compete with a litany of requirements already embedded <strong>in</strong>the RTP guidel<strong>in</strong>es, so MPOs/RTPAs will have to be clear about the goals andobjectives of conduct<strong>in</strong>g a <strong>climate</strong> <strong>change</strong> risk assessment and <strong>adaptation</strong>strategy. For many California MPOs/RTPAs, the goal may be to develop a highlevelscenario assessment with exist<strong>in</strong>g data and base the assessment ma<strong>in</strong>ly onextrapolations from current hazard mitigation plann<strong>in</strong>g. At some agencies, suchas at Humboldt County Association of Governments, for which the <strong>climate</strong>projections reveal extreme impacts of sea-level rise on its coastal roads, plannersare already explor<strong>in</strong>g detailed <strong>adaptation</strong> strategies <strong>in</strong> parallel with the RTPprocess.The purpose of Module 1 is to lay out the overall effort associated with<strong>in</strong>corporat<strong>in</strong>g <strong>climate</strong> <strong>adaptation</strong> <strong>in</strong>to the RTP process and to collect and garneras much exist<strong>in</strong>g data, support, and technical expertise to leverage efforts alreadytak<strong>in</strong>g place <strong>in</strong> the region.Figure 8.1 provides a step-by-step guide for sett<strong>in</strong>g the mission, goals andobjectives of the effort and is described <strong>in</strong> greater detail throughout the text.Cambridge Systematics, Inc. 8-1
