Address<strong>in</strong>g Climate Change Adaptation <strong>in</strong> Regional Transportation PlansA Guide for California MPOs and RTPAsWhen design<strong>in</strong>g new <strong>in</strong>frastructure, there will be a need to switch fromdesign<strong>in</strong>g with standards developed for historic <strong>climate</strong> trends to design<strong>in</strong>g forfuture (and uncerta<strong>in</strong>) <strong>climate</strong> projections – many elements of <strong>transportation</strong><strong>in</strong>frastructure are sufficiently long-lived that it may not be prudent to plan anddesign based on historic averages. Other possible <strong>change</strong>s to the design phase<strong>in</strong>clude the need for a broader systems approach and risk managementprocedures to <strong>in</strong>corporate <strong>climate</strong> <strong>change</strong> <strong>in</strong>to decision-mak<strong>in</strong>g and def<strong>in</strong><strong>in</strong>gappropriate design characteristics (Meyer, 2008). This long-range perspectiveneeds to be balanced with monitor<strong>in</strong>g for near-term <strong>change</strong>s that may requiremore immediate design adjustments. For example <strong>in</strong> the flood<strong>in</strong>g of San PedroCreek and coastal erosion at Pacific/L<strong>in</strong>da Mar State Beach has been a recurr<strong>in</strong>gproblem for the City of Pacifica 3 . In the 1990s, the city worked with a number ofstakeholders to work toward a managed retreat strategy to reduce flood<strong>in</strong>g,erosion threats and restored wetland habitat to buffer the system aga<strong>in</strong>st futuresea-level rise. This wetland project <strong>in</strong>vested substantially more upfront <strong>in</strong> floodprotection <strong>in</strong>clud<strong>in</strong>g remov<strong>in</strong>g fill, relocat<strong>in</strong>g <strong>in</strong>frastructure and restor<strong>in</strong>g beach.This provided long-term payback, <strong>in</strong>clud<strong>in</strong>g protection before flood<strong>in</strong>g <strong>in</strong>creasedfurther with the potential to affect Highway 1 (Kershner, 2010).In addition to the direct effects on <strong>transportation</strong> <strong>in</strong>frastructure and services,<strong>climate</strong> <strong>change</strong> will catalyze <strong>change</strong>s <strong>in</strong> the environmental, demographic, andeconomic conditions with<strong>in</strong> which <strong>transportation</strong> agencies conduct their work.In the long run, these broader <strong>change</strong>s may have very significant secondaryimpacts on the <strong>transportation</strong> sector that will need to be exam<strong>in</strong>ed as part of theplann<strong>in</strong>g process. For example, <strong>change</strong>s <strong>in</strong> population centers <strong>in</strong>duced by shifts<strong>in</strong> weather conditions will affect travel demand. As regions of agriculturalproduction shift, freight flows may likewise <strong>change</strong>. The effect on roads andhighways from the secondary impacts of sea-level rise <strong>in</strong> the San Francisco BayArea is one example. Some cities such as Berkeley and Albany have shorel<strong>in</strong>esalong I-80 that are not directly subject to flood<strong>in</strong>g due to the exist<strong>in</strong>g roadwayelevation; however, erosion from ris<strong>in</strong>g sea levels can underm<strong>in</strong>e exist<strong>in</strong>gprotective structures that can <strong>in</strong>crease the overall cost of highway ma<strong>in</strong>tenance(SFBCDC, 2009).3 http://www.cakex.org/case-studies/2834.Cambridge Systematics, Inc. 2-5
