Adaptation<strong>in</strong>volves adjust<strong>in</strong>g the way the <strong>transportation</strong> community <strong>plans</strong>, designs, constructs, operates andma<strong>in</strong>ta<strong>in</strong>s <strong>transportation</strong> <strong>in</strong>frastructure to address the impacts of <strong>climate</strong> <strong>change</strong> and extreme weatherevents. This document provides important <strong>in</strong>formation for any project pursu<strong>in</strong>g <strong>adaptation</strong> strategies.This guidance is <strong>in</strong>tended for use by Caltrans Plann<strong>in</strong>g staff and Project Development Teams todeterm<strong>in</strong>e whether and how to <strong>in</strong>corporate sea-level rise concerns <strong>in</strong>to the programm<strong>in</strong>g and design ofCaltrans projects. Because of the evolv<strong>in</strong>g nature of <strong>climate</strong> <strong>change</strong> science and model<strong>in</strong>g, this guidanceis subject to revision as additional <strong>in</strong>formation becomes available. Although MPO and RTPA planners willnot likely need to refer to these documents <strong>in</strong> the plann<strong>in</strong>g process, they will need to consider them at theproject level.The guidel<strong>in</strong>es reflect recent revisions to address the plann<strong>in</strong>g requirements of Senate Bill (SB) 375 (SB375, Ste<strong>in</strong>berg, Statutes of 2008) and other plann<strong>in</strong>g practices. SB 375 targets <strong>regional</strong> greenhouse gasemission reductions from passenger vehicles and light duty trucks through <strong>change</strong>s <strong>in</strong> land use and<strong>transportation</strong> development patterns. To achieve these <strong>change</strong>s, the law encourages MPOs to th<strong>in</strong>kdifferently about how communities are designed. As a result, MPOs <strong>in</strong> partnership with local governmentsare now required to develop a susta<strong>in</strong>able communities strategy as part of the <strong>transportation</strong> plann<strong>in</strong>gprocess for <strong>in</strong>clusion <strong>in</strong> the RTP. The 2010 CTC RTP Guidel<strong>in</strong>es provide only general guidance on<strong>climate</strong> <strong>adaptation</strong> <strong>in</strong> Section 6.30 Adaptation of the Regional Transportation System to Climate Change.This guidance provides an overview of current <strong>climate</strong> projections for <strong>in</strong>creased temperature and extremeheat conditions for California, describes the health effects of extreme heat, and presentsrecommendations for state and local planners, local governments, emergency response, and public healthand health care professionals and <strong>in</strong>stitutions.The APG consists of the Plann<strong>in</strong>g Guide overview document and three companion documents for use <strong>in</strong>various comb<strong>in</strong>ations on an as-needed basis. In Plann<strong>in</strong>g for Adaptive Communities, the basis for <strong>climate</strong><strong>change</strong> <strong>adaptation</strong> plann<strong>in</strong>g is presented. The document <strong>in</strong>troduces a step-by-step process for local and<strong>regional</strong> <strong>climate</strong> vulnerability assessment and <strong>adaptation</strong> strategy development.
