State-of-the-Practice Climate Change Adaptation Activities for California MPOs and RTPAsAppendixsub<strong>regional</strong> jurisdictions’ ma<strong>in</strong> concern seems to be land use control <strong>in</strong> context offorthcom<strong>in</strong>g requirements for GHG mitigation.A few jurisdictions, notably Stockton, have progressed further <strong>in</strong> their th<strong>in</strong>k<strong>in</strong>gabout <strong>climate</strong> <strong>change</strong>, hav<strong>in</strong>g created a <strong>climate</strong> action plan on the ICLEI model.Among the few sub<strong>regional</strong> <strong>plans</strong> and <strong>in</strong>itiatives that have been completed or arecurrently underway, the impact of <strong>climate</strong> <strong>change</strong> on <strong>transportation</strong> has receivedless focus than agricultural/farmland impacts and general GHG reductions.SJCOG does not expect to consider <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> comprehensively<strong>in</strong> the next LRTP update. Instead, specific emphasis will be placed on thevulnerability of the <strong>transportation</strong> assets near the Delta, and general focus will beplaced on SB 375 mandated GHG mitigation.How Caltrans Can Advance Climate Change Adaptation EffortsSJCOG would benefit from “gett<strong>in</strong>g down to basics” first on issues of <strong>climate</strong><strong>adaptation</strong> before <strong>in</strong>corporat<strong>in</strong>g them <strong>in</strong>to the plann<strong>in</strong>g process. SJCOG couldbenefit greatly from a “Climate Change 101” module and tra<strong>in</strong><strong>in</strong>g, and is look<strong>in</strong>gto <strong>in</strong>novators, such a SANDAG, for ideas and guidance.SJCOG also has a need to better understand what others are do<strong>in</strong>g <strong>in</strong> this area,which will come from outreach meet<strong>in</strong>gs with their jurisdictions. To the extent<strong>adaptation</strong> is important to their subregions, it will be considered important toCOG. F<strong>in</strong>ally, SJCOG will be look<strong>in</strong>g to Caltrans to facilitate knowledge transferamong California’s MPOs and to be a conduit to relevant work performed byother states and guidance issued by the federal government.Cambridge Systematics, Inc.
