State-of-the-Practice Climate Change Adaptation Activities for California MPOs and RTPAsAppendixmight have an impact on new projects, the county would like to <strong>in</strong>cludediscussion about relevant impacts.A product that might be helpful for Shasta County would be spatial data layers<strong>in</strong> GIS format that could help the RTPA take <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> <strong>in</strong>toconsideration. For <strong>in</strong>stance, these could <strong>in</strong>clude specific areas of vulnerabilitybased on deviation from historical variance and weather patterns. This wouldhelp SCRTPA know the range and extent of what these impacts are. Theeng<strong>in</strong>eered systems work well with<strong>in</strong> a range of variation – but the effects of<strong>climate</strong> <strong>change</strong> may go beyond the eng<strong>in</strong>eered ranges. In these cases it would behelpful to know what the impact and timeframe is for these effects, so thatSCRTPA can plan more effectively.Future Coord<strong>in</strong>ation of EffortsThe region that <strong>in</strong>cludes Shasta County and the surround<strong>in</strong>g RTPAs areconsidered a superregion (i.e., the North State superregion). Data requests go<strong>in</strong>gto this superregion for a uniform call for data is the most effective way to submita request for <strong>in</strong>formation. Shasta County adm<strong>in</strong>istration <strong>in</strong>cludes both the publicworks department and the responsibility for the RTPA.In order to understand the effects of <strong>climate</strong> <strong>change</strong> on <strong>in</strong>frastructure with<strong>in</strong>Shasta County, it could be useful to <strong>in</strong>terview Shasta County public works andcity of Redd<strong>in</strong>g eng<strong>in</strong>eers to answer questions about eng<strong>in</strong>eered ranges for<strong>in</strong>frastructure. One could start with the public works directors and the trafficand eng<strong>in</strong>eer<strong>in</strong>g staff. Public works with<strong>in</strong> SCRTPA is a small department – onecould go straight to the director to be referred to the right staff.3.6 SAN JOAQUIN COUNCIL OF GOVERNMENTS(SJCOG)Efforts UnderwaySan Joaqu<strong>in</strong> Council of Governments (SJCOG) is just embark<strong>in</strong>g on the process ofth<strong>in</strong>k<strong>in</strong>g about how <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> might be <strong>in</strong>corporated <strong>in</strong>to<strong>regional</strong> plann<strong>in</strong>g. SJCOG is start<strong>in</strong>g to engage the public on SB 375 and hasbegun develop<strong>in</strong>g criteria for ensur<strong>in</strong>g that the mandates of SB 375 are reflected<strong>in</strong> Long Range Transportation Plans. SJCOG has not developed comprehensivehazard mitigation <strong>plans</strong> either, although there has been project specificmitigation to shore up the levee system protect<strong>in</strong>g assets from the Delta,designed to re-secure the area for the next 200 years. Currently, that system is <strong>in</strong>“jeopardy,” and is a top concern of SJCOG.Thus far, no SJCOG stakeholders or board members have mentioned <strong>adaptation</strong>as an issue of <strong>in</strong>terest, with mitigation tak<strong>in</strong>g a much more prom<strong>in</strong>ent role.There have not yet been any public meet<strong>in</strong>gs to expla<strong>in</strong> SB 375, and theB-20 Cambridge Systematics, Inc.
