State-of-the-Practice Climate Change Adaptation Activities for California MPOs and RTPAsAppendix3.4 HUMBOLDT COUNTY ASSOCIATION OFGOVERNMENTS (HCAOG)The HCAOG RTP was last adopted <strong>in</strong> 2008, and there was no mention ofmitigation or <strong>adaptation</strong>. In the general plan update process, there have beensome discussions on <strong>climate</strong> <strong>change</strong> issues, but these issues have not taken frontstage. The city of Arcata has adopted a Climate Action Plan.Efforts UnderwayHCAOG is currently plann<strong>in</strong>g the new June 2013 update to the RTP and HCAOGwill not ignore <strong>climate</strong> <strong>change</strong> <strong>in</strong> the next RTP. Humboldt County hasexperienced effects of <strong>climate</strong> <strong>change</strong>, flood<strong>in</strong>g, <strong>in</strong>undation, and mudslides. TheRTP process will <strong>in</strong>clude a stakeholder process to make sure of its <strong>in</strong>clusion. TheRTP will have discussion on <strong>climate</strong> <strong>change</strong> mitigation and likely on <strong>adaptation</strong>as well. In Humboldt County there are many active environmental groups.How to Help Incorporate Climate Change Adaptation <strong>in</strong> Plann<strong>in</strong>gIn order to assist HCAOG to <strong>in</strong>corporate <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> <strong>in</strong>to the RTP,HCAOG would request guidel<strong>in</strong>es, <strong>in</strong>formation, and data on <strong>climate</strong> <strong>change</strong><strong>adaptation</strong>. Additionally, the agency is concerned about com<strong>in</strong>g up with thenecessary resources to add this element to the RTP.Comments from District 1Although, coastal communities are concerned with coastal storm surges andbarricad<strong>in</strong>g facilities, the Caltrans Eureka-Arcata Route 101 corridorimprovement project does not <strong>in</strong>clude a discussion of sea level rise and potential<strong>climate</strong> <strong>change</strong> impacts because Caltrans is wait<strong>in</strong>g for policy language andguidance. There is concern with how Caltrans is conform<strong>in</strong>g with CoastalCommission guidance (District 1 has been challeng<strong>in</strong>g to deal with). WhenCaltrans is apply<strong>in</strong>g for permits with the coastal development commission – thesame standards are used. This is an important issue <strong>in</strong> try<strong>in</strong>g to permit projects.Follow Up SuggestionsHCAOG would appreciate a summary of <strong>in</strong>terview f<strong>in</strong>d<strong>in</strong>gs as part of theproject. Also, <strong>in</strong> the review of case studies and peer work go<strong>in</strong>g on <strong>in</strong> this arena,it would be helpful for Caltrans to share any good examples of how <strong>climate</strong><strong>change</strong> (especially sea level rise) is handled <strong>in</strong> other RTPs.B-18 Cambridge Systematics, Inc.
