There is a lot of uncerta<strong>in</strong>ty around theimpacts of <strong>climate</strong> <strong>change</strong>, and SBCAG would not know how decide which<strong>climate</strong> <strong>change</strong> impacts should be <strong>in</strong>corporated <strong>in</strong>to the plann<strong>in</strong>g processThis topic is <strong>in</strong>creas<strong>in</strong>gly important as awareness about <strong>climate</strong> <strong>change</strong><strong>adaptation</strong> grows. A recent roundtable discussion on <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong>took place <strong>in</strong> Santa Barbara County. The topic is ga<strong>in</strong><strong>in</strong>g attention, but there isstill no formal framework for consider<strong>in</strong>g the issue at the MPO level. SBCAGstaff do not feel equipped to handle <strong>in</strong>corporation of <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong><strong>in</strong>to the organization’s RTPs. In the face of many new requirements (e.g., SB 375and Susta<strong>in</strong>able Communities Strategy), SBCAG has not focused on <strong>adaptation</strong>.Efforts UnderwayThere is a nascent local <strong>in</strong>formation build<strong>in</strong>g movement consider<strong>in</strong>g <strong>climate</strong><strong>change</strong> <strong>adaptation</strong>. A couple examples <strong>in</strong>clude the document prepared byUCSB’s Ocean and Coastal Policy Center “Develop<strong>in</strong>g Adaptive Policy toClimate Disturbance <strong>in</strong> Santa Barbara County” as well as a committee focused onwetland recovery <strong>in</strong> Goleta Slough near the airport. This <strong>adaptation</strong> study wasdriven by the desire to identify facilities at risk <strong>in</strong> the Goleta Slough.At the time of the <strong>in</strong>terview, SBCAG had not received any comments from boardmembers regard<strong>in</strong>g <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong>. Some local <strong>in</strong>terest groupstalk<strong>in</strong>g discussed the issue with South Coast supervisors, however, <strong>adaptation</strong>has not been discussed dur<strong>in</strong>g a formal board sett<strong>in</strong>g. Regard<strong>in</strong>g the upcom<strong>in</strong>gRTP, SBCAG has recently (August 2011) <strong>in</strong>formed the Board on the RTP/SCSoutl<strong>in</strong>e and the performance assessment measures. Thus far, the <strong>in</strong>formationprovided to the Board has only been for background purposes (i.e., the reporthas not been reviewed).At the time of the <strong>in</strong>terview, SBCAG was not plann<strong>in</strong>g to address <strong>climate</strong> <strong>change</strong>except with regards to mitigation; SBCAG’s focus will specifically be on thereduction of greenhouse gas emissions <strong>in</strong> passenger vehicles and light trucks.This is <strong>in</strong> compliance with the state law.SBCAG staff report that the California Coastal Commission is requir<strong>in</strong>g anassessment of <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong> (sea level rise) <strong>in</strong> advance of permitt<strong>in</strong>gof projects and local programs that they certify. Thus, <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong>is considered directly by the county. However, this has not affected how SBCAGapproaches the RTP.How Caltrans Can Help MPOs Incorporate Climate ChangeAdaptation <strong>in</strong>to the Plann<strong>in</strong>g ProcessSBCAG staff report that <strong>in</strong> order to <strong>in</strong>tegrate the effects of <strong>climate</strong> <strong>change</strong> <strong>in</strong>to theplann<strong>in</strong>g progress, SBCAG would need more specific <strong>in</strong>formation about theexpected effects of <strong>climate</strong> <strong>change</strong> and guidel<strong>in</strong>es or a framework to betteranalyze how <strong>climate</strong> would affect the region and balance these affects aga<strong>in</strong>st theagency’s other priorities.
