State-of-the-Practice Climate Change Adaptation Activities for California MPOs and RTPAsAppendixeconomic, technology, ma<strong>in</strong>tenance, and regulatory factors to yield five“<strong>in</strong>fluential” scenarios, which are then used to prioritize projects, policies, andtraffic analysis zones <strong>in</strong> the long-range <strong>transportation</strong> plan.Wash<strong>in</strong>gton State Department of TransportationWash<strong>in</strong>gton DOT’s (WSDOT) study is exclusive to DOT assets (roadways andbridges), and benefits from extensive <strong>in</strong>ter-agency coord<strong>in</strong>ation (13 workshopshad been conducted at the time of writ<strong>in</strong>g). WSDOT employs a qualitative 1-10criticality rank<strong>in</strong>g system for specific assets, contrasted with a 1-10 scale ofimpact severity derived through scenario plann<strong>in</strong>g to determ<strong>in</strong>e potentialvulnerability. Vulnerability rank<strong>in</strong>gs are then mapped <strong>in</strong> GIS. WSDOTconsidered a variety of <strong>climate</strong> stressors, <strong>in</strong>clud<strong>in</strong>g sea level rise (western part ofthe state only), flood<strong>in</strong>g, extreme heat, drought, and <strong>in</strong>vasive species.1.4 MPO AND REGIONAL EFFORTSAt the <strong>regional</strong> level, some Metropolitan Plann<strong>in</strong>g Organizations (MPOs) havealso started to undertake <strong>adaptation</strong> plann<strong>in</strong>g. Climate <strong>change</strong> <strong>adaptation</strong> is stillrelatively new to many MPOs and local governments, but the follow<strong>in</strong>gexamples represent state-of-the-practice approaches.K<strong>in</strong>g County Guidebook on Local GovernmentThis guidebook is a collaborative effort on the part of a number of organizationsand agencies <strong>in</strong> the Seattle area. The guidebook focuses on prepar<strong>in</strong>g for <strong>climate</strong><strong>change</strong> effects with the understand<strong>in</strong>g that plann<strong>in</strong>g for potential <strong>climate</strong> eventsis not a “one size fits all approach”. The guidebook’s <strong>in</strong>tended audience is local,<strong>regional</strong>, and state decision-makers and its purpose is to help these decisionmakersprepare for <strong>climate</strong> <strong>change</strong>. The document also expla<strong>in</strong>s reasons forbe<strong>in</strong>g proactive about prepar<strong>in</strong>g for <strong>climate</strong> <strong>change</strong> impacts.Data <strong>in</strong>cluded <strong>in</strong> this document are based on a literature review of scientificresearch as well as local experiences with efforts related to prepar<strong>in</strong>g for <strong>climate</strong><strong>change</strong> effects. Additionally, ICLEI – Local Governments for Susta<strong>in</strong>abilityprovided <strong>in</strong>put based on experiences with its own <strong>climate</strong> <strong>change</strong> <strong>adaptation</strong>program aimed at local and <strong>regional</strong> governments. The guidebook also <strong>in</strong>cludessuggested steps to start one’s “<strong>climate</strong> resiliency” effort.This source provides great examples of tools available for decision-makers touse, <strong>in</strong>clud<strong>in</strong>g descriptions of the types of <strong>in</strong>formation available on <strong>climate</strong><strong>change</strong> <strong>adaptation</strong> as well as an extensive list of sources, organized for easyaccess by category with concise summaries. Summaries of <strong>climate</strong> <strong>change</strong> effectsof “mega-regions” with<strong>in</strong> the U.S. from a 2000 NOAA study are also helpful <strong>in</strong>provid<strong>in</strong>g a high-level perspective on <strong>climate</strong> <strong>change</strong>.
