This element of the RTPshould not only track the <strong>adaptation</strong> strategies selected but also the scientificupdates as well as the tools and technology available to develop <strong>climate</strong> impactprojections. L<strong>in</strong>k<strong>in</strong>g <strong>climate</strong> <strong>adaptation</strong> to the RTP/SCS guarantees a venuewhereby <strong>adaptation</strong> options as well as f<strong>in</strong>d<strong>in</strong>gs from ongo<strong>in</strong>g research on <strong>climate</strong><strong>change</strong> and the tools available to address it will be revisited over time. This willallow MPOs/RTPAs to stay <strong>in</strong>formed of the research and best practices on riskassessment and appropriate <strong>adaptation</strong> options.Establish Governance StructureTo ensure that <strong>climate</strong> <strong>adaptation</strong> moves from plan to implementation, theMPO/RTPA will have to work with a variety of other agencies to ensure that the<strong>adaptation</strong> strategies called out <strong>in</strong> the plan are executed. The MPO/RTPA willhave to convert the <strong>climate</strong> <strong>adaptation</strong> strategies from the RTP <strong>in</strong>to a workprogram with a lead department or staff member responsible forimplementation. The work program should outl<strong>in</strong>e roles and responsibilitieswith phas<strong>in</strong>g and timel<strong>in</strong>es associated with certa<strong>in</strong> actions.Def<strong>in</strong><strong>in</strong>g specific <strong>in</strong>dividuals, departments, agencies and organizations can helpassure that a strategy is implemented rather than <strong>in</strong>cluded <strong>in</strong> a general guidancedocument. The governance structure can provide a forum for shar<strong>in</strong>g theprogress of implement<strong>in</strong>g <strong>adaptation</strong> strategies over time.Because <strong>adaptation</strong> policies often address projected impacts far <strong>in</strong>to the futurewith sometimes unobservable benefits <strong>in</strong> the short run, this work program willrely on susta<strong>in</strong>ed support and strong leadership.
