Because scientific <str<strong>on</strong>g>and</str<strong>on</strong>g>technological knowledge <str<strong>on</strong>g>and</str<strong>on</strong>g> research are so vitalto our underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> the global <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated <strong>Earth</strong>system, this document seeks to sensitise potentialpartners <str<strong>on</strong>g>and</str<strong>on</strong>g> relevant fund<str<strong>on</strong>g>in</str<strong>on</strong>g>g agencies to theimportant relati<strong>on</strong>ships between <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> science<str<strong>on</strong>g>and</str<strong>on</strong>g> technology <str<strong>on</strong>g>and</str<strong>on</strong>g> the many societal benefits that<str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> can provide (see Figure 1).<str<strong>on</strong>g>The</str<strong>on</strong>g> document c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>s five ma<str<strong>on</strong>g>in</str<strong>on</strong>g> secti<strong>on</strong>s. Secti<strong>on</strong> 1briefly describes the visi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GEO for <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g><str<strong>on</strong>g>and</str<strong>on</strong>g> illustrates the role <str<strong>on</strong>g>of</str<strong>on</strong>g> science <str<strong>on</strong>g>and</str<strong>on</strong>g> technology<str<strong>on</strong>g>in</str<strong>on</strong>g> support<str<strong>on</strong>g>in</str<strong>on</strong>g>g this visi<strong>on</strong>. 1 Visi<strong>on</strong>6<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Earth</strong> Observati<strong>on</strong>s (GEO) visi<strong>on</strong> for the<str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> is to “realize a future where<str<strong>on</strong>g>in</str<strong>on</strong>g> decisi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g>acti<strong>on</strong>s for the benefit <str<strong>on</strong>g>of</str<strong>on</strong>g> humank<str<strong>on</strong>g>in</str<strong>on</strong>g>d are <str<strong>on</strong>g>in</str<strong>on</strong>g>formedvia coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ated, comprehensive <str<strong>on</strong>g>and</str<strong>on</strong>g> susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <strong>Earth</strong>observati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong>” (<str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> 10-YearImplementati<strong>on</strong> Plan). GEO will achieve <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>order to improve the m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> the state <str<strong>on</strong>g>of</str<strong>on</strong>g>the <strong>Earth</strong>, <str<strong>on</strong>g>in</str<strong>on</strong>g>crease the underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Earth</strong>’schang<str<strong>on</strong>g>in</str<strong>on</strong>g>g envir<strong>on</strong>ment <str<strong>on</strong>g>and</str<strong>on</strong>g> global <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated <strong>Earth</strong>system processes, <str<strong>on</strong>g>and</str<strong>on</strong>g> enhance the predicti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>the <strong>Earth</strong> system’s behavior – <str<strong>on</strong>g>in</str<strong>on</strong>g> a fast chang<str<strong>on</strong>g>in</str<strong>on</strong>g>genvir<strong>on</strong>ment.Achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> depends <strong>on</strong> advances <str<strong>on</strong>g>in</str<strong>on</strong>g> science,technology, <str<strong>on</strong>g>and</str<strong>on</strong>g> research <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> will itselfbe a driver for such advances. As an example <str<strong>on</strong>g>of</str<strong>on</strong>g>advances, Figure 2 (Upper Panel) shows the <str<strong>on</strong>g>in</str<strong>on</strong>g>crease<str<strong>on</strong>g>in</str<strong>on</strong>g> forecast skill (measure <str<strong>on</strong>g>of</str<strong>on</strong>g> the performance <str<strong>on</strong>g>of</str<strong>on</strong>g> aforecast relative to observed c<strong>on</strong>diti<strong>on</strong>s) <str<strong>on</strong>g>of</str<strong>on</strong>g> differentnumerical weather predicti<strong>on</strong> centers over the pasttwo decades. Figure 2 (Upper Panel) illustratesthe worldwide beneficial result <str<strong>on</strong>g>of</str<strong>on</strong>g> many years <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al <str<strong>on</strong>g>in</str<strong>on</strong>g>vestments that produced <str<strong>on</strong>g>in</str<strong>on</strong>g>creases<str<strong>on</strong>g>in</str<strong>on</strong>g> (i) quantity, quality, <str<strong>on</strong>g>and</str<strong>on</strong>g> communicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>observati<strong>on</strong>s; (ii) research <str<strong>on</strong>g>and</str<strong>on</strong>g> underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g>atmospheric circulati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g its <str<strong>on</strong>g>in</str<strong>on</strong>g>teracti<strong>on</strong>swith the ocean <str<strong>on</strong>g>and</str<strong>on</strong>g> l<str<strong>on</strong>g>and</str<strong>on</strong>g>; (iii) data assimilati<strong>on</strong>methodologies; <str<strong>on</strong>g>and</str<strong>on</strong>g> (iv) computer capability <str<strong>on</strong>g>and</str<strong>on</strong>g>capacity. For example,<str<strong>on</strong>g>in</str<strong>on</strong>g> develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g an operati<strong>on</strong>al global carb<strong>on</strong> observ<str<strong>on</strong>g>in</str<strong>on</strong>g>gsystem (Figure 5), which will be a challeng<str<strong>on</strong>g>in</str<strong>on</strong>g>g goalfor <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g>, research <str<strong>on</strong>g>and</str<strong>on</strong>g> development are neededbecause m<strong>on</strong>itor<str<strong>on</strong>g>in</str<strong>on</strong>g>g the global carb<strong>on</strong> cycle addressesa wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> spatial <str<strong>on</strong>g>and</str<strong>on</strong>g> temporal scales, from localpower plants to carb<strong>on</strong> dioxide exchanges betweenthe atmosphere, l<str<strong>on</strong>g>and</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> ocean.9

As regards “disasters”, a natural <str<strong>on</strong>g>and</str<strong>on</strong>g> human-<str<strong>on</strong>g>in</str<strong>on</strong>g>ducedenvir<strong>on</strong>mental hazards <str<strong>on</strong>g>and</str<strong>on</strong>g> disasters researchprogramme is be<str<strong>on</strong>g>in</str<strong>on</strong>g>g prepared by ICSU.While <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al research programmes <str<strong>on</strong>g>of</str<strong>on</strong>g> a globalscale have been gradually put <str<strong>on</strong>g>in</str<strong>on</strong>g> place dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the lastthree decades, global scientific assessments relevantto the n<str<strong>on</strong>g>in</str<strong>on</strong>g>e societal benefit areas have developedmuch more slowly. Thusthere should be a direct c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the projectsto GEO <str<strong>on</strong>g>and</str<strong>on</strong>g> the projects should benefit from theknowledge <str<strong>on</strong>g>and</str<strong>on</strong>g> participants with<str<strong>on</strong>g>in</str<strong>on</strong>g> the GEO tasks.<str<strong>on</strong>g>The</str<strong>on</strong>g> projects are open to all research organisati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g>the 27 European Uni<strong>on</strong> countries, plus the countriesassociated to the Framework Program <str<strong>on</strong>g>of</str<strong>on</strong>g> CommunityResearch. This is a task forthe scientific community <str<strong>on</strong>g>and</str<strong>on</strong>g> needs comprehensive<strong>Earth</strong> observati<strong>on</strong> technologies. Every applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><strong>Earth</strong> observati<strong>on</strong> that has been developed builds <strong>on</strong>such a scientific underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g. This underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>gis what l<str<strong>on</strong>g>in</str<strong>on</strong>g>ks the observati<strong>on</strong>s, both from space <str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>-situ, to models <str<strong>on</strong>g>of</str<strong>on</strong>g> how the global <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrated <strong>Earth</strong>system works. This l<str<strong>on</strong>g>in</str<strong>on</strong>g>k<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> observati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> modelsto provide quantitative estimates <str<strong>on</strong>g>and</str<strong>on</strong>g> predicti<strong>on</strong>s isa major task for the scientific community. It is alsoimportant to realize that this is usually a c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>uousprocess, where further scientific underst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g<str<strong>on</strong>g>in</str<strong>on</strong>g> turn will further improve the applicati<strong>on</strong>s. New methodologies must be assessed firstwhether they provide crucial new data <str<strong>on</strong>g>and</str<strong>on</strong>g> thus justifytheir <str<strong>on</strong>g>in</str<strong>on</strong>g>clusi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g>. What can <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> do for <str<strong>on</strong>g>Science</str<strong>on</strong>g>?L<str<strong>on</strong>g>in</str<strong>on</strong>g>k<str<strong>on</strong>g>in</str<strong>on</strong>g>g observati<strong>on</strong>s acrosssocietal benefit areasA major role <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g> is to promote scientificc<strong>on</strong>necti<strong>on</strong>s between the observati<strong>on</strong> systemsthat c<strong>on</strong>stitute the system <str<strong>on</strong>g>of</str<strong>on</strong>g> systems. In order to make possible a reliable detecti<strong>on</strong>


<str<strong>on</strong>g>of</str<strong>on</strong>g> trends hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g a slow rate <str<strong>on</strong>g>of</str<strong>on</strong>g> change, the data mustalso be well calibrated <str<strong>on</strong>g>and</str<strong>on</strong>g> cross-calibrated with datafrom other sources. 5 C<strong>on</strong>clusi<strong>on</strong>sThis document describes the central importance<str<strong>on</strong>g>of</str<strong>on</strong>g> science <str<strong>on</strong>g>and</str<strong>on</strong>g> technology to GEO <str<strong>on</strong>g>and</str<strong>on</strong>g> theimplementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>GEOSS</str<strong>on</strong>g>.
