Penn Achieves NCAA CertificationIn August, University of Pennsylvania athletics director SteveBilsky announced that the National Collegiate Athletic Association(NCAA) has again certified Penn’s intercollegiate athleticsprogram. The certification process — which was chaired on the University’send by Deputy Provost Janice Bellace — concluded an 18-month self-study process in which all aspects of Penn’s 33-sportathletics program were examined. The process included a reviewof these primary components: governance and commitment torules compliance; academic integrity; and student-athlete welfare. The University of Pennsylvania was one of 17 universities to befully certified in the NCAA’s most recent announcement..A designation of certified means that an institution operatesits athletic program in substantial conformity with operatingprinciples adopted by the Division I membership. The purpose ofathletics certification is to ensure integrity in the institution’s athleticsprogram and to assist institutions in improving their athleticsdepartments.NCAA legislation mandating athletics certification was originallyadopted in 1993. The second round of athletics certifications isbeing completed on a 10-year cycle rather than the five-year cycleused during the initial certification process. All 326 active DivisionI members participate in the certification process.“This was an invaluable experiencefor Penn,” said Bilsky.“It is certainly rewardingto receive this validationand to have shared thisundertaking and selfstudywith so many constituentsof the extendedPenn community.”“We are extremelyproud to receive thiscertification from the NCAA,”said University of PennsylvaniaPresident Amy Gutmann. “This confirmsthe dedication and commitment of the Penn IntercollegiateAthletics Department in providing a superior experience for ouroutstanding student-athletes.”In the certification process, the Division I Committee on AthleticsCertification preliminarily reviews an institution’s certificationmaterials and provides a list of issues identified during the evaluation. The university then hosts a visit by peer reviewers who file areport regarding the institution’s resolution of those issues beforea final certification decision is rendered.lass VI - Class VI -Class VI - Class VI -Class VI - Class VI -Class VI - Class VI -Class VI - Class VI -Class VI - Class VI -Class VI - Class VI -ClasThe Sixth Class of the Penn Athletics Hall of Fame will be inducted during the Winter of 2008, and we needyour help! On-campus, only Penn faculty, staff and enrolled students may have contact withprospective student-athletes.Give a hoot, don’t RECRUITWhen a representative of Penn’s athletic interestshas contact with a prospective student-athleteand discusses Penn’s intercollegiate athleticsteams the prospect’s NCAA eligibility is endangered. Therefore, whenever you find yourself in thecompany of prospective student-athletes (anyonewho has started classes for grade 9), please avoidconversation about Penn athletics. The sanctionimposed when non-permissible contact occurs caninclude – the prospect, should he or she matriculateat Penn, being ineligible to compete during theinitial year of enrollment and charged with havingused a season of eligibility.NCAA Definition: Recruiting is any solicitationof a prospect or a prospect’s relatives [or legalguardian(s)] for the purpose of securing theprospect’s enrollment and ultimate participation inthe institution’s intercollegiate athletics program.Prospect is a Family Member or FriendThere is a NCAA limited exception that makes itpermissible to have such discussions when thereis a pre-existing relationship, such as a relativeor child of long time friend. A relationship is preexistingwhen the relationship existed before theprospective student-athlete started classes for theninth grade.Alumni Secondary School Committee NetworkDo not recruit a prospective student-athlete,recruit a prospective student. Under another NCAAlimited exception, members of the Alumni SecondarySchool Committee Network are considered anextension of the Office of Admissions. This exceptionmakes it permissible for these individuals tohave contact with prospective student-athletes onor off campus. However, the prohibition of athleticrecruitment remains. To comply with NCAA rules, members of theAlumni Secondary School Committee Networkmust confine contact with prospective studentswho are athletes to those prospective studentathleteswho have submitted an application foradmission. Communication with these selectprospective student-athletes must be for an admissionsonly purpose. Contact with prospective student-athleteswho are not applicants for admissionis not permissible. All communications pertainingto Penn’s athletics programs by school committeemembers is prohibited. A good approach to followis to have contact only with prospective studentathletesyou are assigned to interview and only forthe purposes of conducting the interview or providinginformation about Penn exclusive of athletics. Please refer to your Admissions Office packet formore information or contact our Compliance Office.Critical Success FactorThe key to our success lies in the discovery ofand matriculation of talented student-athletes.The competition for these individuals amongthe best institutions is intense. Searching for acompetitive edge is part of the challenge, and weknow that you want to help Penn, and be part of awinning team. So, if it is not permissible for you torecruit, what can you do to help? The best way for alumni, parents and otherrepresentatives of athletics interests to help ourcoaches in their recruitment efforts is to communicatewith them directly. Write or call the headcoach, give him or her information about the prospectand let the coach handle it from there. Please contact the sport’s head coach or DRIACompliance Coordinator, Denis Elton Cochran-Fikes (215/726-8592) or decfikes@pobox.upenn.edu should you have questions or concerns regardingthis topic.
