Te o d o c i o,Ex e c u t i v e Se c r e ta r y, Co r p o r at e Co m m u n i c at i o nsCompleted staff work is the study of aproblem, and presentation of a solution, bya staff member, in such form that all thatremains to be done on the part of the bossis to indicate approval or disapproval of thecompleted action. The words “completedaction” are emphasized because the moredifficult the problem is, the more the tendencyis to present the problem to the bossin a piecemeal fashion. It is your duty as a staff member to workout the details. You should not consult yourboss in the determination of those details,no matter how perplexing they may be. Youmay and should consult other staff members. The product, whether it involves thepronouncement of a new policy or affectsan established one, when presented to theboss for approval or disapproval, must beworked out in a finished form. The impulse which often comes to the inexperiencedstaff member, to ask the bosswhat to do, recurs more often when theproblem is difficult. It is accompanied bya feeling of mental frustration. It is easy toask the boss what to do, and it appears tooeasy for the boss to answer. Resist the impulse. You will succumb to it only if you donot know your job.It is your job to advise your boss what she orhe ought to do, not to ask your boss whatyou ought to do. The boss needs answers, not questions. Your job is to study, write, restudy, and rewrite until you have evolveda single proposed action--the best one ofall you have considered. Your boss merelyapproves or disapproves.Do not worry your boss with long explanationsand memos. Writing a memo to yourboss does not constitute completed staffwork. But writing a memo for your bossto send to someone else does. Your viewsshould be placed before the boss in finishedform so that the boss can make them his orher views simply by signing the document. In most instances, completed staff workresults in a single document prepared forthe signature of the boss without accompanyingcomment. If the proper result isreached, the boss will usually recognize it atonce. If the boss wants comment or explanation, she or he will ask for it.The theory of completed staff work doesnot preclude a rough draft, but the roughdraft must not be a half-baked idea. Itmust be complete in every respect exceptthat it lacks the requisite number of copiesand need not be neat. But a rough draft...Continue on Page 4...2 Rawabi News | January-March 2010, Issue 21Rawabi News | January-March 2010, Issue 21 3
