agent/the party/ any other person. Regarding source <strong>of</strong> such expenses, any amountincurred/authorised by the candidate from his own fund should be mentioned in therelevant column. Amount received from political party or incurred or authorised bypolitical party either in cash on in kind shall be mentioned in the column meant for thepurpose. Source <strong>of</strong> any amount either received in cash or in kind from any person orentity other than political party shall be mentioned in the separate column meant forthis purpose.(B ) Cash Register :All the amounts received in cash from any source including withdrawal from any Bankaccount <strong>of</strong> the candidate are to be entered date wise in cash register from the date <strong>of</strong>nomination to the date <strong>of</strong> declaration <strong>of</strong> results. Name and address <strong>of</strong> person, or entityfrom whom amount is received in cash shall be entered in receipt column <strong>of</strong> the cashregister. If the amount is withdrawn in cash from the Bank account opened for theelection purpose, the same should also be shown in the Receipt Columns withappropriate description. All expenses incurred in cash shall be entered in PaymentColumns. When any amount <strong>of</strong> cash is deposited in the bank account <strong>of</strong> the candidatethe same shall also be entered in the payment columns. ‘Nil’ should be mentionedagainst the date wherever no receipt or payment has been made. Date wise cashbalance is required to be shown. If cash is given to any person or any branch <strong>of</strong>fice <strong>of</strong>the candidate, the same should be clearly mentioned. Efforts should be made as far aspossible to make all payments through cheques and avoid carrying huge amount <strong>of</strong>cash in the constituency during election campaign.(C) Bank Register:The candidate shall deposit the entire amount, meant for election expenses receivedfrom any source including his own fund, in the bank account opened for the purpose <strong>of</strong>election. All the election expenses are to be incurred by issuing cheques from thisbank account only. However in case <strong>of</strong> minor expenses, where it is not possible toissue cheque, the amount can be withdrawn in cash and payments are to be made withproper vouchers. Details <strong>of</strong> deposits, withdrawals and daily balance shall be entered inrespective columns <strong>of</strong> the Bank Register. `Nil` should be mentioned against the datewherever no deposit or withdrawal has been made.6.3.4 Appointment <strong>of</strong> Additional <strong>Expenditure</strong> Agent on part <strong>of</strong> candidateUnder the existing instruction <strong>of</strong> the <strong>Commission</strong>, every candidate is permitted to appointan additional agent in the prescribed format (Annexure 49 ) assisting the candidate inthe various expenditure related matters. A person who is disqualified under the law forbeing chosen as, and for being, a Member <strong>of</strong> Parliament or State Legislature and who cannot be appointed as <strong>Election</strong> Agent u/s 40 the R. P .Act, 1951, should not be appointed suchan additional agent. The general prohibition against appointingMinister/MP/MLA/MLC/Mayor or Corporation/Chairman or Municipality/Zila Parishad , asany agent for a candidate , would also apply for such additional agent. It may be noted thatsuch additional agent would be for the purpose <strong>of</strong> performing only the non-statutory duties38
