advertisement shall be booked to the account <strong>of</strong> the political party. If such leader happens tobe a candidate in any constituency, the expenditure on such general party propaganda, evenif it contains his photo, in print and electronic media, shall not be booked to the account <strong>of</strong>such leader, as it is in the nature <strong>of</strong> general party propaganda, without any reference to hisconstituency. (<strong>Commission</strong>’s letter NO.76/Instructions/2012/EEPS dated 20th January,2012, at Annexure 58)4.13. <strong>Expenditure</strong> Monitoring Cell:(i) The Nodal Officer <strong>of</strong> <strong>Expenditure</strong> Monitoring Cell in the district headquarters willcoordinate with the DEO for providing adequate manpower and facilities <strong>of</strong> <strong>of</strong>fice spaceand equipments. The Nodal Officer will train the manpower engaged in various teams <strong>of</strong>the expenditure monitoring work well in advance, before the notification <strong>of</strong> election. TheDEO can deploy any other <strong>of</strong>ficer or employee whose services are required forexpenditure monitoring.(ii) The <strong>Expenditure</strong> Monitoring Cell will videograph all public meetings/rallies politicalparties/potential candidates during the period between announcement <strong>of</strong> election by ECIand notification <strong>of</strong> election. All such expenditure incurred by political parties as per thevideo CDs/DVDs are to be calculated by this Cell and handed over to DEO forestimating the expenditure by the political parties, during such period. Although thisexpenditure is not to be included in candidate’s register, the party has to show thisexpenditure to the <strong>Commission</strong>, within 75 days <strong>of</strong> Assembly Poll or 90 days <strong>of</strong> LokSabha poll. The CEO shall collect district-wise report as to the total expenditure by theparty during this period and also the period up to declaration <strong>of</strong> result and forward to the<strong>Commission</strong> within 45 days <strong>of</strong> declaration <strong>of</strong> result.(iii) The Toll free number in complaint Monitoring Cell shall be given wide publicityencouraging the public to register complaints.5. Procedure for <strong>Expenditure</strong> Monitoring:Besides the functions <strong>of</strong> the teams mentioned in the above paragraphs the followingmonitoring procedure will be observed.5.1. Maintenance <strong>of</strong> Shadow Observation Register and folder <strong>of</strong> evidence:A Shadow Observation Register for each candidate shall be maintained by AccountingTeam in the format as enclosed at Annexure 11. This Register will be maintained in hardcopy and/or in excel sheet, with print outs (kept serially, page numbered) and the observedexpenditure as captured by various teams/reports <strong>of</strong> <strong>Expenditure</strong> Monitoring. The purpose<strong>of</strong> this Register is to cross check items <strong>of</strong> the major expenses incurred and reported by thecandidate.5.1..2. The accounting teams will get information on daily basis from the Video SurveillanceTeams, Video Viewing Teams, Media <strong>Expenditure</strong> Monitoring Teams, Surveillance Teamsand flying squads, for tracking illegal cash transactions, Call Center, Control Room.
