Annexure-53 BCAS-7 (15)/2011/Div-I (Misc.)GOVERNMENT OF INDIABUREAU OF CIVIL AVIATION SECURITY(MINISTRY OF CIVIL AVIATION)A’ WING, JANPATH BHAWANJANPATH, NEW DELHI-110001DATE: 14/02/2012(OFFICE MEMORANDUM (CORRIGENDUM)Subject:Standard Operating Procedure to prevent transport of suspiciousmoney/bullion through airports during election process- matter reg.In partial modification of this Bureau Office Memorandum dated 08/04/2011 on the subject cited above,the following paragraph shall be added.(i).(ii).No prior permission for landing or take off of aircrafts (including fixed wing aircrafts) andhelicopters at commercial airports shall be required from District Election Officer (DEO) orReturning Officer (RO). The Air Traffic Control (ATC) in commercial airports shall inform theCEO of the State, about the travel plan of private aircrafts or helecopters as early as possible,preferably half an hour in advance.However, during election process the ATC shall keep record of all such private aircrafts orhelicopters, landing and taking off from commercial airports including type of aircraft, thecompany which owns/ leases the aircraft, time of landing, time to take off and passengermanifest, route plan etc. The ATC shall make a copy of this information available to the ChiefElectoral Officer of the State concerned within days, after the date of landing/take off and theCEO shall make such information available to the Expenditure Observer for making necessaryverification during inspection.
