Annexure-48ELECTION COMMISSION OF INDIANirvachan Sadan, Ashoka Road, New Delhi-110001No. 76/2009/SDR Dated 20 th August, 2009ToThe Chief Electoral Officers ofAll States/Union Territories.Sub : Expenditure incurred by leaders of the party in election campaign-use of aircrafts/helicoptersregarding.Sir/Madam,Please refer to the Commission’s letter No.437/6/INST/2008-CC&BE, dated 31 st October 2008and No.76/2009/SDR dated 31 st March 2009, on the above subject. As per the instructions in theseletters, if the candidate or workers of the party/candidate also travel in the vehicle (aircraft/helicopterincluded) of the Star Campaigner, 50% of the expenditure on the vehicle will be booked to the accountof election expenses of the candidate concerned.2. A question has been raised as to the position when someone not connected with the Party orcandidate (e.g. attendant, security guard etc.) travels with the Star Campaigner.3. It is clarified that if any attendant, including security guard, medical attendant of the StarCampaigner, travels with him/her (the Star Campaigner), that should not result in booking anypart of the expenditure to the account of any candidate, provided the attendant/medical attendantdoes not play any role in the election campaign. But the representative of the electronic or printmedia accompanying a Star Campaigner shall not be covered by the aforesaid exemption and theexpenditure on their travel should be regulated by the clarification given in para 1 above.This may be brought to the notice of all concerned including all political parties based in theState.Copy to All recognized National and State political parties.Yours faithfully,Sd/-(K.F.WILFRED)SECRETARY162
