3.1.11. The CEO will appoint one senior officer, not below the rank of Jt. CEO for coordination onexpenditure monitoring with Commission, training of expenditure related personnel andpolitical party functionaries, coordination with all the DEOs and other enforcement agencies.4. Functions of different teams in Expenditure Monitoring Mechanism:4.1. Expenditure Sensitive Constituency (ESC):On the basis of past history, profile of the constituency and other developments, the CEOshall identify the constituencies which are prone to high expenditure and corrupt practices.Such constituency will be termed as “Expenditure Sensitive Constituency”. For suchconstituencies, there will be two Assistant Expenditure Observers, two Flying Squads morenumber of static surveillance teams and video surveillance teams. The CEO should facilitateeffective functioning of the teams engaged in expenditure monitoring work. The list of suchconstituencies should be sent to the Commission well in advance.4.2. Expenditure Observers:4.2.1. Visit of the Expenditure Observer: The Expenditure Observer shall reach the constituencyon the day of the notification of elections for a duration of 3 clear days. During this visit heshall meet all the teams, engaged in election expenditure monitoring and shall appoint theAssistant Expenditure Observers out of the list provided to him by DEO. He shall train allofficials about the new procedure and ensure that the teams are properly equipped. He shallcoordinate with DEO, S.P, Nodal Officers of Police, Income Tax and State Excise and otherenforcement agencies. He will leave the constituency after submitting poll preparednessreport. He shall again visit the constituency for the second time, on the date immediatelyafter the date of withdrawal of candidatures and shall remain in the constituency during theentire campaign period, and shall leave the constituency only after the poll. If he isperforming the function of the General Observer, he will leave the constituency only afterscrutiny of Form 17-A, and ensuring that the Presiding Officer’s dairy is complete and thestrong rooms are sealed. He may also be required to stay till the completion of counting.4.2.2. The Expenditure Observer will once again visit the district after 30 days from the declarationof results and stay in the district for the duration which is necessary for him to assist theDEO in scrutinizing the statements of accounts of election expenditure submitted by thecandidates after the declaration of results.4.2.3. Role of Expenditure Observer:Expenditure Observers are the eyes and ears of the Commission for monitoring of electionexpenditure. Expenditure Observer will supervise and guide the entire election expendituremonitoring personnel engaged in the constituency. He will guide the DEO in training of allthe expenditure monitoring personnel.4.2.4. He will appoint the Assistant Expenditure Observer out of the list given by the DEOs andsupervise the functioning of Assistant Expenditure Observers. There may be more than oneAssistant Expenditure Observer for a constituency, depending on the requirement. He willgive final training to the Assistant Expenditure Observers. He will periodically inspect the7
