6 It was further clarified by the Commission in its letter No. 437/6/94 dated 14th May, 1994that all State Governments and the Union Territory Administration are requested to adhere strictstrictly to the orders of the Supreme Court. Further, orders relating to security of the individualsissued under statutory powers or other powers must be fully honoured.7. The Commission has further directed that when such individuals visit State/Constituency forelectioneering and election related work, the expenditure incurred on securityarrangements like barricading/ rostrums etc. shall be borne by the concerned political parties.154
