The following will be the structure <strong>of</strong> the <strong>Expenditure</strong> monitoring mechanism:3.1. Structure <strong>of</strong> <strong>Election</strong> <strong>Expenditure</strong> Monitoring Mechanism:3. 1. 1. <strong>Expenditure</strong> Observers:The <strong>Expenditure</strong> Observers drawn from the <strong>India</strong>n Revenue Service and <strong>India</strong>n Customsand Central Excise Service shall be appointed by the <strong>Commission</strong> for specifiedconstituencies to observe the election expenses by the candidates. There shall be at least one<strong>Expenditure</strong> Observer for each district, but each <strong>Expenditure</strong> Observer ordinarily shall nothave more than five Assembly Constituencies under his observation.3.1.2. Assistant <strong>Expenditure</strong> Observers:Assistant <strong>Expenditure</strong> Observers will be appointed for each constituency by the <strong>Expenditure</strong>Observer from a list <strong>of</strong> Central Government Employees to be provided by the DEO. Theywill be <strong>of</strong> the rank <strong>of</strong> Income Tax Officer (ITO) or Group B Officers equivalent in otherCentral Government Services. Preference will be given to employees <strong>of</strong> Income Tax, CentralExcise, Audit and Accounts Department, employees <strong>of</strong> Central Government and CentralPSUs engaged in work relating to Audit and Accounts. He should preferably be a local<strong>of</strong>ficer, posted within the same district or nearby but whose work place and home townshould not be in the same Constituency. He will be provided with a vehicle, one personalsecurity and a local SIM card, <strong>of</strong>fice space in the <strong>of</strong>fice premises <strong>of</strong> the RO, as he will becoordinating with all the teams, nodal <strong>of</strong>ficers and the <strong>Expenditure</strong> Observer. He shall beprovided with <strong>of</strong>fice stationary, required by him. If the HQ <strong>of</strong> the AEO is different from theconstituency, he shall be provided with lodging and boarding in the constituency.3.1.3.. Video Surveillance Teams:One or more Video Surveillance Teams shall be deployed for each Assembly Constituency/Segment consisting <strong>of</strong> minimum one <strong>of</strong>ficial and one videographer. If necessary, morenumber <strong>of</strong> teams may be deployed on the recommendation <strong>of</strong> <strong>Expenditure</strong> Observer.Assistant <strong>Expenditure</strong> observer shall be personally supervising videography <strong>of</strong> sensitiveevents and big public rallies in the constituency. If more than one public rally is organizedon the same day, more than one video teams will be deployed to record the procession andthe rally. The video surveillance teams will be working under the supervision <strong>of</strong> the AEO.3.1.4. Video Viewing Team:There shall be a Video Viewing Team for each Assembly Constituency/Segment with one<strong>of</strong>ficer and two clerks.3.1.5. Accounting Teams:There shall be at least one Accounting Team for each Assembly Constituency/Segmentconsisting <strong>of</strong> one <strong>of</strong>ficial and one Assistant /Clerk. The personnel <strong>of</strong> the Accounting Teamshould be drawn from the accounts sections <strong>of</strong> various Government departments, or PublicSector Undertakings.5
