whether any expenditure is left out in the statements of accounts submitted by thecandidates. The following will be the structure of the Expenditure monitoring mechanism:3.1. Structure of Election Expenditure Monitoring Mechanism:3. 1. 1. Expenditure Observers:The Expenditure Observers drawn from the Indian Revenue Service and Indian Customsand Central Excise Service shall be appointed by the Commission for specifiedconstituencies to observe the election expenses by the candidates. There shall be at least oneExpenditure Observer for each district, but each Expenditure Observer ordinarily shall nothave more than five Assembly Constituencies under his observation.3.1.2. Assistant Expenditure Observers:Assistant Expenditure Observers will be appointed for each constituency by the ExpenditureObserver from a list of Central Government Employees to be provided by the DEO. Theywill be of the rank of Income Tax Officer (ITO) or Group B Officers equivalent in otherCentral Government Services. Preference will be given to employees of Income Tax, CentralExcise, Audit and Accounts Department, employees of Central Government and CentralPSUs engaged in work relating to Audit and Accounts. He should preferably be a localofficer, posted within the same district or nearby but whose work place and home townshould not be in the same Constituency. He will be provided with a vehicle, one personalsecurity and a local SIM card, office space in the office premises of the RO, as he will becoordinating with all the teams, nodal officers and the Expenditure Observer. He shall beprovided with office stationary, required by him. If the HQ of the AEO is different from theconstituency, he shall be provided with lodging and boarding in the constituency.3.1.3.. Video Surveillance Teams:One or more Video Surveillance Teams shall be deployed for each Assembly Constituency/Segment consisting of minimum one official and one videographer. If necessary, morenumber of teams may be deployed on the recommendation of Expenditure Observer.Assistant Expenditure observer shall be personally supervising videography of sensitiveevents and big public rallies in the constituency. If more than one public rally is organizedon the same day, more than one video teams will be deployed to record the procession andthe rally. The video surveillance teams will be working under the supervision of the AEO.3.1.4. Video Viewing Team:There shall be a Video Viewing Team for each Assembly Constituency/Segment with oneofficer and two clerks.3.1.5. Accounting Teams:There shall be at least one Accounting Team for each Assembly Constituency/Segmentconsisting of one official and one Assistant /Clerk. The personnel of the Accounting Teamshould be drawn from the accounts sections of various Government departments, or PublicSector Undertakings.5
