Training of the officers on expenditure monitoring will begin as soon as elections areannounced by the Commission. All the members of a team involved in expendituremonitoring will be trained together. There will be at least two trainings for every officerinvolved in expenditure monitoring. First training will be given by the Nodal Officer of theExpenditure Monitoring Cell under the supervision of the DEO and the second training bythe Nodal Officer and the Assistant Expenditure Observer. Equal emphasis should be givenin the training to the explanation of legal provisions, filling up of forms, and the proceduralaspects of expenditure monitoring.17.4. After scrutiny of nominations, the Nodal Officer along with the Assistant ExpenditureObserver will train all the election agents of the candidates about the new procedure. Theywill explain how to maintain the day to day accounts, cash register and bank register andalso the procedure to file the final accounts after the declaration of results.17.5. It will be the responsibility of the DEO, to arrange one-day facilitation training programmefor all the election agents/candidates and the personnel engaged for receiving the accounts,within one week before the final date of submission of the account of election expenses. TheNodal Officer of the Expenditure Monitoring Cell and Assistant Expenditure Observershould be associated in the training programme to explain the procedure, the forms andaffidavits to be filed and frequently noticed defects. Consequence of not filing or filingincomplete forms or not filing in the manner prescribed or not showing correct accountsshall also be explained to the candidates/agents.17.6. The DEO shall issue a letter just after declaration of results to all the candidates for lodgingthe account within 30 days of declaration of result and shall mention the date of facilitationtraining in that notice.17.7. Adequate number of officers who have experience in handling the accounts shall beappointed to receive the statements of accounts. The Nodal Officer of the ExpenditureMonitoring Cell will train these officers in such a way that they facilitate the candidate/hisagent in filing correct statement with all procedural requirements.17.7. The scope of the training will be as follows:(A)Procedural requirements for lodging of the accounts:(i) The candidate has to submit the Abstract Statement as per Annexure – 15 alongwith the Register of day to day accounts, bills and vouchers and the supportingaffidavit. The candidate’s total election expenditure as incurred or authorized byhim should be mentioned in column 2 of Part-III of the Abstract Statement. Thename of the political party and amount spent by them should be mentioned inColumn 3 of Part-III of the Abstract Statement. Name of otherindividuals/associations/or body of persons who have incurred expenditure onbehalf of the candidate in respect of various items should be mentioned in47
