(a)(b)If the <strong>Commission</strong> deems fit, it may accept the account submitted by the candidate asbeing within time and in the manner required by the Act and the Rules.If the <strong>Commission</strong> considers that a candidate has failed to submit his account withintime or in the manner required by the Act and the Rules, the <strong>Commission</strong> shall issue anotice to the candidate to show cause as to why he should not be disqualified u/s 10 A<strong>of</strong> the R.P.Act, 1951.15.2. The notice shall be served on the candidate by the DEO, and the evidence <strong>of</strong> having servedthe notice shall be forwarded by the DEO to the <strong>Commission</strong>. The <strong>Commission</strong> afterconsidering the reply, if any, received from the candidate will pass appropriate orders.16. Role <strong>of</strong> Political Parties:16.1. The National and State level political parties should send the list <strong>of</strong> their Star Campaignersto CEO and ECI within 7 days <strong>of</strong> notification <strong>of</strong> election.16.2. The political parties are required to file the statement <strong>of</strong> their election expenses with the ECIwithin 75 days <strong>of</strong> Assembly election or 90 days <strong>of</strong> elections to Lok Sabha. The statement <strong>of</strong>election expense should include all lump sum amounts given to the individual candidates,the expense on travel <strong>of</strong> Star Campaigners and other party functionaries, details <strong>of</strong> expenseson banners, posters, dais, cutouts arches and hoardings, advertisement in Press andElectronic media etc., both for general party propaganda and for individual candidates.16.3 For conduct <strong>of</strong> free and fair poll, all political parties should avoid transactions in cash. Allparty functionaries should be advised not to carry large amount <strong>of</strong> cash in the constituencyduring the election campaign. The parties are required to exercise self-restraint in electionexpenditure and advise their candidates for doing so.16.4. The parties should submit before the ECI, the list <strong>of</strong> donations received in the relevant formsand in stipulated time. They should also audit their accounts and file their income taxreturns in the prescribed time, mentioning details <strong>of</strong> receipts and expenses.17. Training :17.1. In depth training <strong>of</strong> all the <strong>of</strong>ficers involved in the process <strong>of</strong> expenditure monitoring isneeded. CEO will prepare State specific training material in English, Hindi (in Hindispeaking states) and vernacular language and send the English version to the <strong>Commission</strong>for approval. Once it is approved, it shall be handed over to the trainers in each district.17.2. The CEO will appoint a Joint/Addl. CEO, who will be in charge <strong>of</strong> the <strong>Expenditure</strong>Monitoring Cell and Training on expenditure. He will be the Master Trainer who will betrained by the <strong>Commission</strong>. The DEO will appoint one ADM/SDM level <strong>of</strong>ficer to be theNodal <strong>of</strong>ficer <strong>of</strong> <strong>Expenditure</strong> Monitoring <strong>of</strong> the district. The Joint/Addl. CEO will train allthe District Level Nodal <strong>of</strong>ficers. The Nodal Officer <strong>of</strong> expenditure monitoring cell <strong>of</strong> eachdistrict in turn will be in charge <strong>of</strong> the training <strong>of</strong> all the <strong>of</strong>ficers to be deployed in variousteams such as Control Room/Call Center, Accounting Team, Video Viewing Team, Video46
