Observer due to some unavoidable reasons, the Expenditure Observer shall be kept apprisedof the outcome of each such inspection and the reasons for such inspection by any otherofficer.8.1. Meeting of the CEO, DEO with the political parties and Media and meeting of the ROwith the candidates.8.1.1. The CEO shall hold meeting with all political parties at state level within three days ofannouncement of election and explain the new Expenditure Monitoring Measures. He willalso handover a copy of the compendium of Expenditure Monitoring Instructions both inEnglish and local language.8.1.2. The CEO will hold a meeting with all media houses and journalists at state level and explainthe provisions of section 127 A R.P Act 1951 and the instructions of ECI on advertisementand Paid News. He will also hand over the copy of compendium of Election ExpenditureInstruction to them8.1.3. The DEO shall hold a meeting of all the recognized National and State Level political partieswithin 3 days of announcement of elections by the Commission. In this meeting, the DEOshall explain all the legal provisions and instructions of the Commission relating to electionexpenditure and its monitoring and consequences of failure to comply with them. The DEOshall also give a copy of this Compendium of Instructions, revised format of affidavit fordeclaration of asset and liability and the rates of items of election expenditure to therepresentative of each recognized National and State level political party. The DEO shallalso discuss the rates of various items of election expenses with them and notification ofrates should be done after considering the opinion of all political parties. If the rates aredifferent for cities and rural area, then such differential rates are to be notified.8.2. The RO shall hold a meeting of all the candidates immediately after allotment of symbols. Inthis meeting, the RO shall explain all the legal provisions and instructions of theCommission relating to election expenditure, its monitoring and the consequences of failureto comply with them. The RO shall also give a copy of this Compendium and notification ofrates of items of election expenditure to each candidate. For advertisement in the local ornational dailies/ magazines (English/Regional), rates of the DAVP/DPIR rates shall also becommunicated to the candidates. The Assistant Expenditure Observer or ExpenditureObserver shall also attend this meeting along with the RO.9.1. Training of the election agents of the candidates on expenditure monitoring andmaintaining the Registers:9.1. One day facilitation training programme will be organized by the RO and AssistantExpenditure Observer for training of all election agents of the candidates either on the sameday of meeting with the candidates or a day after, in order to explain the modified procedureof maintaining registers on various expenses and dates of inspection.40
