INTRODUCTIONThis H<strong>and</strong>book provides information on the membership of public committees, boards <strong>and</strong> councils in theNorthwest Territories, as appointed in whole or in part by the Legislative Assembly, the Executive Council, aMinister or the Commissioner, <strong>and</strong> is meant as an accessible directory of these boards.The H<strong>and</strong>book also provides information on some committees, boards <strong>and</strong> councils established by authoritiesother than the Government of the Northwest Territories (GNWT), to which the GNWT either nominatesmembers or delegates specific responsibilities.The H<strong>and</strong>book is published periodically by the Cabinet Secretariat, Department of Executive, Government of theNorthwest Territories. The current revision was compiled in March 2009 using information solicited fromGovernment departments <strong>and</strong>, in some cases, from the boards themselves.Though accurate at the time of revision, board membership changes constantly as terms expire, members resign<strong>and</strong> vacant positions are filled. Inquiries concerning latest board membership should be directed to theinformation contact given for each board.The authority under which each agency acts varies, <strong>and</strong> is specified for each listing, along with a description of itsfunction, what category it is in, who appoints members, <strong>and</strong> who the agency reports to.The following information pertains to boards over which the Government of the Northwest Territories hasjurisdiction.The categories into which a board may fall are:o advisory,o regulatory or complex, oro complex regulated commercial.All boards fall into the "advisory" category unless they have been otherwise classified by the Executive Council.Classification as other than "advisory" depends upon several factors. They are:o complexities of judgment are present requiring special qualifications or technical expertise;o decisions are made with limited precedent; <strong>and</strong>o consequences of decisions are large in dollars, resources or human termsHonorariums are paid to members based on classification.All GNWT public boards are subject to the provisions contained in the Financial Administration Act <strong>and</strong> theGovernment of the Northwest Territories Financial Administration Manual.5

JUDICIAL COUNCIL FOR TERRITORIAL JUDGESFunctionThe functions of the Council are to receive <strong>and</strong>investigate any complaint made against a territorialcourt judge. The Council may refer any complaintto the Chief Judge or to a mediator.
