ong>Theong> ong>Cycleong> ong>Racingong> on Highways Regulations, 1960 (and 1980 and 1995 amendments)All organisers should be aware of the Regulationsunder which cycle racing on the highways ispermitted and the following are the main points.1, ong>Theong>se Regulations shall come into operation onthe first day of March 1960, and may be cited asong>Theong> ong>Cycleong> ong>Racingong> on Highways Regulations,1960'.2 (1) In these Regulations, unless the contextotherwise requires, the following expressionshave the meanings hereby respectivelyassigned to them, that is to say:‘time trial’ means a race or trial of speedbetween bicycles or tricycles, not being motorvehicles, so arranged and conducted-(a) where the competitors are notdivided into groups. that eachcompetitor starts at a time which isseparated by an interval of not lessthan one minute from the startingtime of every other competitor, or,where the competitors are dividedInto groups, that(I) no group comprises more thanfour competitors,(ii) no member of a group competesagainst any other member ofthat group,(iii) each member of a group starts atthe same time as every othermember of that group, and(iv) each group starts at a time whichis separated by an interval of notless than one minute from thestarting time of any group; and;(b) ong>Theong> result of the trial or racedepends not upon the order in whichthe competitors or any of them reacha particular point but upon-(i) the time each competitor or, If thecompetitors are divided into groupsas aforesaid, any member of a groupto get from his starting point to hisfinishing point. or(ii) the distance which eachcompetitor or, as the case may be,any member of a group ofcompetitors covers in a fixed timereckoned from the time when hestarts;'bicycle race' means a race or trial of speedbetween bicycles or tricycles, not being motorvehicles, which is not a time trial;'promoter, in relation to a time trial or bicyclerace, means the person who organises orarranges or is responsible for the organisation orarrangement of the trial or race;'appropriate officer of police', In relation to a timetrial or bicycle race, means the Chief Officer ofPolice for every police area which comprisesany public highway on which the trial or race isheld;'ong>Theong> standard conditions' has the meaningassigned to it by sub-paragraph (a) ofparagraph (1) of Regulation 5.(2) ong>Theong> Interpretation Act, 1869, shall apply forthe interpretation of these Regulations as itapplies for the interpretation of an Act ofParliament.3 (1) Subject to the following provisions of thisregulation, the holding of a time trial on a publichighway is hereby authorised if the promoter ofthe trial has, not less than twenty-eight daysnext before the day on which the trial is to beheld, or if it is to be held on more than one day,the day on which the trial is to begin, given orcaused to be given to the appropriate officer ofpolice in writing notice of the proposal to holdthe trial and the following particulars withrespect thereto-(a)(b)(c)(d)(e)(f)the day or days on which and thetime during which the time trial is tobe held;a description of the route to befollowed by the competitors and thename of, or a description sufficient toidentify, any public highway on whichthe trial or any part thereof is to takeplace;particulars of the place or placeswhere the trial is to start and finish;the maximum number of competitorswho will be permitted to take part inthe trial, anddetails of the arrangements whichwill be made for the purposes ofmarshalling, assisting or supervisingthe competitors, andSuch particulars of the rules orarrangements governing the trial asmay be sufficient to show that theproposed trial is a time trial,(2) ong>Theong> holding of a time trial shall not be treatedas being authorised by this Regulation unlessthe circumstances in which it is held andconducted accord with the particulars givenunder paragraph (1) of this Regulation.4. (1) if in any case where notice of a proposal tohold a time trial has been given in accordancewith paragraph (1) of Regulation3-(a)(b)particulars with respect to the trialhave not been given In accordancewith the said paragraph (1),changes are proposed In thecircumstances affecting the trialwhich affect the particulars whichhave been given In accordance withsaid paragraph (1)~the promoter, before the holding of the trial,applies or causes application to be made to theappropriate officer of police for the trial to beauthorised and gives or causes to be given tothe said appropriate officer in writing, In the casementioned in subparagraph (a) of thisparagraph, any particulars which should havebeen previously given, or, in the case mentionedsubparagraph (b) particulars of the saidchanges, the said appropriate officer may, in thecase mentioned in subparagraph (a), authorisethe trial to be held with those changes or such ofthem as he may approve.(2) ong>Theong> holding of a time trial on a publichighway shall not be treated as beingauthorised under this Regulation unless the circumstancesin which it is held and conductedPage 1 of 3

accord with the particulars given in accordancewith Regulati<strong>on</strong> 3 or paragraph (1) of thisRegulati<strong>on</strong> <strong>and</strong>, where the trial is authorisedwith any changes with those changes.5. (1) Subject to the following provisi<strong>on</strong> of thisRegulati<strong>on</strong> <strong>and</strong> the provisi<strong>on</strong>s of Regulati<strong>on</strong> 8,the holding of a bicycle race <strong>on</strong> a public highwayis hereby authorised if:Page 2 of 3(a) the race is held <strong>and</strong> c<strong>on</strong>ducted inaccordance with the followingc<strong>on</strong>diti<strong>on</strong>s (In these Regulati<strong>on</strong>sreferred to as ‘the st<strong>and</strong>ardc<strong>on</strong>diti<strong>on</strong>s’)(I) <str<strong>on</strong>g>The</str<strong>on</strong>g> number of competitors mustnot exceed:(a) In two, not more than two, racesselected in any <strong>on</strong>e year by theBritish Cycling Federati<strong>on</strong>. – 100,(b) in the case of any race notpromoted by virtue of subparagraph(a) above, - 80,(ii) no part of the race must takeplace during the time between halfan-hourafter sunset <strong>and</strong> half-anhourbefore sunrise;(Ill) where the route to be followed bya competitor is such that he mustwhile <strong>on</strong> the highway pass a point <strong>on</strong>that highway at least twice (whetherIn the same or a different directi<strong>on</strong>),the length of the route which he hasto follow after passing that point atany time until he next passes itagain, must not be less than tenmiles; <strong>and</strong>(iv) where any length of the route iscomprised of any public highway <strong>on</strong>which a speed limit of 40 mph or lessis imposed by or under anyenactment, that length must notexceed <strong>on</strong>e mile <strong>and</strong> a half <strong>and</strong> nopart of it must lie within three miles,measured al<strong>on</strong>g the route, of anypart of any other such length, <strong>and</strong>(b) the promoter of the race, not lessthan twenty-eight days next beforethe day <strong>on</strong> which the race is to beheld, or if it is to be held <strong>on</strong> morethan <strong>on</strong>e day, the day <strong>on</strong> which therace is to begin, gives theappropriate officer of police In writingnotice of the proposal to hold therace <strong>and</strong> the like particulars withrespect to the race as are requiredby subparagraphs (a) to (e) ofparagraph (1) of Regulati<strong>on</strong> 3 to begiven with respect to a proposedtime trial being:-(I) the day or days <strong>on</strong> which <strong>and</strong> thetime during which the race is to beheld;(ii) a descripti<strong>on</strong> of the route to befollowed by the competitors <strong>and</strong> thename of, or a descripti<strong>on</strong> sufficient toIdentify any public highway <strong>on</strong> whichthe race or any part thereof is to takeplace;(iii) particulars of any place or placeswhere the race is to start or where itis to finish; (iv) the maximum numberof competitors who will be permittedto take part In the race;(v) sufficient particulars to show whatarrangements will be made formarshalling assisting or supervisingthe competitors; <strong>and</strong> also suchfurther particulars relating to the raceas may be sufficient to show that it isproposed to be held <strong>and</strong> c<strong>on</strong>ductedin accordance with the st<strong>and</strong>ardc<strong>on</strong>diti<strong>on</strong>s.(2) <str<strong>on</strong>g>The</str<strong>on</strong>g> holding of a bicycle race shall not betreated as authorised by this Regulati<strong>on</strong>unless the circumstances In which itis held <strong>and</strong> c<strong>on</strong>ducted accord withthe particulars given under subparagraphs(b) of this Regulati<strong>on</strong>6 (1) If:(a) notice of a proposal to hold a bicyclerace has not been given Inaccordance with subparagraph (b) ofparagraph (1) of Regulati<strong>on</strong> 5, or(b) particulars with respect to the racehave not been given in accordancewith the said subparagraph (b), or(c) changes are proposed in thecircumstances affecting the racewhich affect the particulars whichhave been given In accordance withthe said subparagraph (b) <strong>and</strong> thepromoter, before the holding of therace:-(I) In the case menti<strong>on</strong>ed insubparagraph (a) of thisparagraph, gives to theappropriate officer of policenotice In writing of the proposalto hold the race together withsuch particulars with respect tothe race as are referred to insubparagraph (b)of paragraph(1) of Regulati<strong>on</strong> 5 <strong>and</strong> appliesto that officer for the holding ofthe race to be authorised, or(Ii) in the case menti<strong>on</strong>ed insubparagraph (b) of thisparagraph, gives to theappropriate officer of police anyparticulars which should havebeen previously given or, (ill) Inthe case menti<strong>on</strong>ed insubparagraph (c) of thisparagraph, gives to theappropriate officer of policeparticulars of the changesreferred to In the said subparagraph(c), the saidappropriate officer may, In thecases menti<strong>on</strong>ed in the saidsub-paragraph (a) or (b),authorise the race to be held or.in the case menti<strong>on</strong>ed In thesaid subparagraphs (c),authorise the race to be heldwith the said changes or such ofthem as he may approve.(2) <str<strong>on</strong>g>The</str<strong>on</strong>g> holding of a bicycle race shall not betreated as authorised under this Regulati<strong>on</strong>unless the circumstances in which it is held <strong>and</strong>c<strong>on</strong>ducted accord with the particulars given inaccordance with Regulati<strong>on</strong> 5 or paragraph (1)of this Regulati<strong>on</strong> <strong>and</strong>, where the race isauthorised with any changes, with thosechanges:Provided that this paragraph shall have effectsubject to any c<strong>on</strong>diti<strong>on</strong> which may be imposed<strong>on</strong> the holding or c<strong>on</strong>duct of the race under

(1) the appropriate officer of police mayauthorise the holding of a bicycle race <strong>on</strong> apublic highway which is not a race proposed tobe held <strong>and</strong> c<strong>on</strong>ducted In accordance with thest<strong>and</strong>ard c<strong>on</strong>diti<strong>on</strong>s If before the holding of therace the promoter thereof applies to the saidofficer for the race to be authorised <strong>and</strong> gives Inwriting the like particulars with respect to therace as are required by subparagraphs (a) to (e)of paragraph 1 of Regulati<strong>on</strong> 3 to be given withrespect to a proposed time trial.(2) <str<strong>on</strong>g>The</str<strong>on</strong>g> holding of a bicycle race shall not betreated as authorised under this Regulati<strong>on</strong>unless the circumstances in which it is held <strong>and</strong>c<strong>on</strong>ducted accord with the particulars given Inaccordance with paragraph (1) of thisRegulati<strong>on</strong>:Provided that this paragraph shall have effectsubject to any c<strong>on</strong>diti<strong>on</strong> which may be Imposed<strong>on</strong> the holding or c<strong>on</strong>duct of the race underRegulati<strong>on</strong> 8.8. (1) An appropriate officer of police may, whenauthorising the holding of a bicycle race underRegulati<strong>on</strong> 6 or 7, impose such c<strong>on</strong>diti<strong>on</strong>s as hemay think fit <strong>on</strong> the holding or c<strong>on</strong>duct of therace so far as It takes place <strong>on</strong> a publichighway.(2) If an appropriate officer of police to whomnotice has been given under Regulati<strong>on</strong> 5 of aproposal to hold a bicycle race to be held <strong>and</strong>c<strong>on</strong>ducted In accordance with the st<strong>and</strong>ardc<strong>on</strong>diti<strong>on</strong>s c<strong>on</strong>siders it desirable that c<strong>on</strong>diti<strong>on</strong>sshould be imposed <strong>on</strong> the holding or c<strong>on</strong>duct ofthe race he may impose such c<strong>on</strong>diti<strong>on</strong>s for thatpurpose as he may think fit <strong>and</strong> If he does soRegulati<strong>on</strong> 5 shall not apply to that race butinstead the holding of the race shall be treatedas authorised by this Regulati<strong>on</strong>, subjectnevertheless to the c<strong>on</strong>diti<strong>on</strong>s Imposed underthis paragraph <strong>and</strong> to the st<strong>and</strong>ard c<strong>on</strong>diti<strong>on</strong>s sofar as they are not affected by the c<strong>on</strong>diti<strong>on</strong>s soimposed.(3) <str<strong>on</strong>g>The</str<strong>on</strong>g> holding of a bicycle race shall not betreated as authorised by paragraph (2) of thisregulati<strong>on</strong> unless the circumstances in which Itis held <strong>and</strong> c<strong>on</strong>ducted accord with theparticulars given in accordance with Regulati<strong>on</strong>5Provided that this paragraph shall have effectsubject to any c<strong>on</strong>diti<strong>on</strong>s which may be imposed<strong>on</strong> the holding or c<strong>on</strong>duct of the race underparagraph (2) of thin Regulati<strong>on</strong>.(4) Without prejudice to the generality of theprovisi<strong>on</strong>s of paragraphs (1) <strong>and</strong> (2) of thisRegulati<strong>on</strong> the c<strong>on</strong>diti<strong>on</strong>s which may beImposed <strong>on</strong> the holding or c<strong>on</strong>duct of a bicyclerace by an appropriate officer of police mayinclude c<strong>on</strong>diti<strong>on</strong>s relating to all or any of thefollowing matters:-(a)(b)(c)(d)(e)the days <strong>on</strong> which <strong>and</strong> the timesduring which the race shall be held,the places <strong>on</strong> a public highwaywhere the race is or is not to start orfinish,any public highway, or any part of apublic highway, <strong>on</strong> which the race isnot to be held,the number of competitors who maytake part,the arrangements to be made by thepromoters for marshalling assistingEXPLANATORY NOTEor supervising the competitors.This Note is not part of the Regulati<strong>on</strong>s, but isintended to help with their general meaning)<str<strong>on</strong>g>The</str<strong>on</strong>g>se Regulati<strong>on</strong>s (which apply In Engl<strong>and</strong> <strong>and</strong>Wales) provide for the authorisati<strong>on</strong> of theholding of races or trials of speed betweenbicycles or tricycles, not being motorvehicles, <strong>on</strong> public highways. <str<strong>on</strong>g>The</str<strong>on</strong>g>Regulati<strong>on</strong>s distinguish between a race ortrial of speed being a 'time-trial' <strong>and</strong> anyother kind of race or trial (described byRegulati<strong>on</strong> 2(1) as a 'bicycle race') <strong>and</strong>provide:-(1) That the holding of a time trial is authorisedif notice of the proposal to hold the trial,c<strong>on</strong>taining particulars with respect to it, isgiven to the police (Regulati<strong>on</strong> 3 (1)):(2) that the holding of a bicycle race isauthorised If it is held <strong>and</strong> c<strong>on</strong>ducted inaccordance with the c<strong>on</strong>diti<strong>on</strong>s specified inRegulati<strong>on</strong>s 5 (1 )(a) <strong>and</strong> the like notice asaforesaid with respect to the race is givento the police (Regulati<strong>on</strong> 3) (1),'(3) that in the case of a time trial or such abicycle race as aforesaid, of which therequired notice has not been given orwhere the necessary particulars withrespect to the trial or race have not beengiven, or where changes are proposed inthe circumstances affecting the trial or racewhich affect the particulars which havebeen given, the police, if given notice theparticulars or, as the case may be,particulars of the said changes mayauthorise the trial or race to be held(Regulati<strong>on</strong> 4(1) <strong>and</strong> 6(1);(4) that In the case of a bicycle race which isnot a race proposed to be held <strong>and</strong>c<strong>on</strong>ducted In circumstances which complywith the c<strong>on</strong>diti<strong>on</strong>s specified in Regulati<strong>on</strong>5 (i) (a), the police may, If applicati<strong>on</strong> ismade to them <strong>and</strong> the like particulars asaforesaid with respect to the race are givento them, authorise the race to be held(Regulati<strong>on</strong> 7 (1));(5) that in the case of any bicycle race, thepolice may impose c<strong>on</strong>diti<strong>on</strong>s subject towhich it may be held <strong>and</strong> c<strong>on</strong>ducted(Regulati<strong>on</strong> 8).Please note: <str<strong>on</strong>g>The</str<strong>on</strong>g> Sports Council is supporting aproject to review these regulati<strong>on</strong>s to suit therequirements of modern traffic c<strong>on</strong>diti<strong>on</strong>s, balancedagainst the needs of various sports, Including cycleracing, to participate
