Radar or sonar based rear-scanning devices on the rear of vehicles canreduce reversing risks in some situations, but have limitations. In most situations, awell set up CCTV system used by a driver instructed in its proper use will bepreferable to such scanning devices.In considering visibility from the driver’s position Inspectors should not forget thesimple things. Site and vehicle lighting should be adequate – see HSG38 "Lightingat work" Tables on p38 and p41. See possible IN template in Section 6. Site rulesrequiring the wearing of high visibility clothing should help reduce risks. Adequatemirrors need to be provided, kept properly adjusted (specific instruction on properadjustment is beneficial), and kept clean. Modern convex mirrors can significantlyimprove a driver’s ability to see some areas. Windscreen wipers and washers needto work properly.Fork lift drivers should not have to travel with loads so large that they obscureforward vision. Inspectors should also challenge circumstances where driversroutinely reverse long distances to overcome this problem, asking duty holders todemonstrate by risk assessment that such practices are justified. Some FLTmanufacturers have innovative FLT designs aimed at reducing these risks egrotating 210 0 cabs, raised seats, seats which turn through 45 o .2.2.4 Speed limitsSpeed limits should be imposed on larger industrial sites to limit the possibility andseverity of accidents. Suitable site speed limits should be determined based uponconsideration of what is a safe speed on-site accounting for the type of vehiclesusing the roadway and its layout, bends, visibility at junctions etc. Limits of 10, 15 or20 mph may be appropriate. Where pedestrians cannot be segregated, lower speedlimits may be needed, near to the average pedestrian walking speed of 3mph. Tobe effective the limits should be clearly signed and enforced by site security andsupervisors. Speed limits should be included in the Site Rules with appropriatedisciplinary action taken as necessary.2.3 Safe driver2.3.1 TrainingDriver training was a significant factor in 21% of the accidents in a recent study (App1). Even safe vehicles in a well laid out workplace are likely to seriously injure peopleif those driving them are not competent. The employer’s risk assessment should helpdetermine competence requirements and hence the level and amount of trainingneeded.No-one should be allowed to drive (operate) a workplace vehicle unless theiremployer has authorised them in writing to drive that type of vehicle. Theemployer should not authorise a driver unless they are satisfied that the driver iscompetent for that vehicle type.
