OFFSHORE OUTSOURCING IN THE EU FINANCIAL SERVICESINDUSTRYGeorges Pujals*The main objective of this paper is to investigate and to establish what are the facts andimplications about offshoring and outsourcing in the financial sector. Offshoring of serviceshas received an enormous amount of attention in the political circles in recent times. Letalone its consequences, offshoring does not appear to be widely understood. Therefore, wethought it would be useful to examine this phenomenon to distinguish facts from exaggeratedclaims.Given the attractiveness of the phenomenon and the potential implications forcompetitiveness, there is a need for more analysis on the corporate strategies underlying thistrend. In that way, our study will describe the offshoring phenomenon from the financialsector point of view. Why this sector? Although offshoring is a trend across all sectors,several consulting studies have shown that offshoring and outsourcing scenes are currentlydominated by banks.IntroductionInternational relocation of services has received an enormous amount of attention in themedia and political circles in recent times. In just five months, between January and May2004, there were 2634 reports in US newspaper on service offshoring, mostly focusing on thefear of job losses. Firms have been accused of “exporting jobs” to developing countries.These concerns are not limited to the United States. The debate is equally vigorous in Europewhere the threat of competition from Eastern Europe and China is raising intense anxieties.For example, 380 reports on international relocation appeared in UK newspapers during thesame period 1 .All this media hype would lead one to believe that offshoring is some new phenomenonthat has exploded. What is new about offshoring today is that it is increasingly in services.The growing relocation of services in industrial countries is a reflection of the benefits fromgreater division of labour and trade that have been described for manufactured goods since the* OFCE.
