13. There are 100% placement opportunities to the passedouts/trainees under the long term / regular courses except in case <strong>of</strong>one year certificate course in Computer Programming.14. Presently, the financial accounts <strong>of</strong> TRTC and its Sub-<strong>Centre</strong> arebeing maintained jointly. The main sources <strong>of</strong> income <strong>of</strong> the TRTC andits Sub-<strong>Centre</strong> are fees from training and invoicing. Their total incomecould not even meet 50% <strong>of</strong> their staff salary during 2002-03 to2005-06.15. The deficit <strong>of</strong> these <strong>Centre</strong>s increased from Rs.204.22 lakh in 2002-03to Rs. 248.00 lakh in 2005-06. Almost whole <strong>of</strong> the deficit is being metby <strong>Delhi</strong> Govt. by providing recurring grant-in-aid.16. At present more than 50% <strong>of</strong> the sanctioned posts are left vacant inTRTC and its Sub-<strong>Centre</strong>.17. At present, there is no effective system to give publicity to the servicesprovided by TRTC and its Sub-<strong>Centre</strong>.18. Presently an executive committee <strong>of</strong> three members is running theTRTC. There is no General Manager (GM) in place in the <strong>Centre</strong>. Thishas led to erosion in sense <strong>of</strong> responsibility and accountability amongthe employees at large and hence affected the discipline <strong>of</strong> work in the<strong>Centre</strong>.19. According to the provisions, the Governing Council (GC) <strong>of</strong> TRTC shouldmeet at least once in every six months. The 64 th meeting <strong>of</strong> GC washeld on 26.03.2003 followed by the 65 th meeting on 03.09.2003, 66 thmeeting on 29.04.2004 and 67 th meeting on 03.07.2006. The durationbetween the last two meeting <strong>of</strong> GC was more than 2 years20. It has been observed that basic facility <strong>of</strong> drinking water was notappropriate. There was lack <strong>of</strong> cleanness <strong>of</strong> toilets.19
