forewordThe <strong>Australian</strong> <strong>Racing</strong> <strong>Board</strong> is pleased to present this publication of the SeventhEdition of The <strong>Australian</strong> <strong>Racing</strong> Fact Book, our annual reference guide to the<strong>Australian</strong> thoroughbred racing industry.The <strong>Board</strong>’s objective in publishing the Fact Book is to draw together under one coverthe key results and statistics for the <strong>Australian</strong> thoroughbred racing industry for eachracing season. A number of books and journals report in detail particular aspects ofthe racing industry and we hope that the Fact Book has established itself as a useful andreliable source of the broadest range of thoroughbred racing information.THE CHAIRMAN<strong>Australian</strong> <strong>Racing</strong> <strong>Board</strong> LimitedMr Andrew Ramsdenendeavor. Even so, this brief foreword would be an unnecessary, dull affair if I did notmention at least some of the outstanding performances in the 2004/05 racing season.Makybe Diva’s second Melbourne Cup places her in the most select company. Withoutraising the ire of their respective loyalists by drawing comparisons, it can certainly be saidthat we are privileged to see such a great mare race so soon after Sunline.unprecedented, at least in modern times and is an achievement that may never berepeated.The achievements of Redoute’s Choice in the breeding sector also have to be mentioned.he followed this up by taking the title for the Champion second crop season sire in theGolden Slipper, in which he sired six runners, a new record in itself. Another <strong>Australian</strong>record was also set when a Redoute’s Choice yearling colt was knocked down for $2.5million at the 2005 Inlgis Easter Yearling Sale.Last year’s Fact Book contained a number of enhancements, with more than 40 additionaltables featuring trend analysis, along with additional information on shuttle stallions,imports and exports of thoroughbreds, and international racing. We have gone one betterthis year by including the World Thoroughbred Racehorse Ratings and the <strong>Australian</strong>Group 1 Winners for the 2004/05 racing season. Your feedback and suggestions forfurther improvements are always welcomed.Compiling the Fact Book depends on the cooperation of a range of people andorganisations. AUSTRALIAN RACING STRUCTUREThe <strong>Australian</strong> <strong>Racing</strong> <strong>Board</strong> is the only authority that isempowered to make the <strong>Australian</strong> Rules of <strong>Racing</strong>, whichfor almost a century have provided common practices,conditions and integrity standards for racing throughout Australia.The individual State and Territory racing administrations may makeinconsistent with the principles established by the <strong>Australian</strong> Rules.PRINCIPAL RACING AUTHORITIESThe <strong>Australian</strong> <strong>Racing</strong> <strong>Board</strong>’s membership consists of the six Stateand two Territory racing authorities, which are recognised by the<strong>Australian</strong> Rules as Principal <strong>Racing</strong> Authorities.The Principal <strong>Racing</strong> Authorities in each State and Territory are asfollows: -Broadly described, there are nine parts to the <strong>Australian</strong> Rules of <strong>Racing</strong>:i. Interpretationii. Stewards(Providing for the appointment, functions and powers of the Stewards)iii. Registration(Providing for the registration of race clubs and race meetings and theappointment, functions and powers of the Registrar of Racehorses)iv. Race meetings(Providing uniform conditions for the conduct of race meetings includingnominations and acceptances, stakes and forfeits, weight penalties andallowances, scratching, weighing out and weighing in, starting, running,judging and protests)v. Licensing(Providing for the licensing of jockeys, apprentice jockeys, amateur ridersand trainers, their movement between States and outside Australia,apprentices allowances, rider safety)vi. Syndicates(Regulating the formation, conduct and termination of racing syndicates)vii. Offences(Proscribing dishonest, corrupt, fraudulent, improper or dishonourableactions or practices in connection with racing, including setting out theregime relating to prohibited substances)viii. Penaltiesix. Constitutional(Providing the structure, powers and functions of the <strong>Australian</strong> <strong>Racing</strong><strong>Board</strong>) (ii)(iii)Uniform rules allow horses, trainers and jockeys to movefreely between States.Mutual recognition of disciplinary and protective action.The <strong>Australian</strong> Rules provide a disciplinary code that hasbeen tested to the level of the Privy Council, and allowmutual recognition of disciplinary and protective actionsacross the Commonwealth and internationally.International<strong>Racing</strong> and wagering are globalising rapidly.
