Heseltine Review<strong>Business</strong> must <strong>have</strong> a strong local voiceWhen Lord Heseltine delivered his ‘No Stone Unturnedin Pursuit <strong>of</strong> Growth’ report in November 2012 he setout over 80 recommendations, covering topics asdiverse as local government reorganisation, the roleand capacity <strong>of</strong> business representative organisationsincluding <strong>Chamber</strong>s, and the rules around foreignacquisition <strong>of</strong> UK companies.Its headline message was that empowering local areasto take charge <strong>of</strong> their development was essential tothe future competitiveness <strong>of</strong> the country. For<strong>Chamber</strong>s <strong>of</strong> Commerce, the key recommendationswere to localise over £50bn in public-sector funding inEngland via a ‘Single Pot’, alongside an enhanced rolefor <strong>Chamber</strong>s <strong>of</strong> Commerce as a ‘one-stop shops’ forthe delivery <strong>of</strong> business support at a local level.The response from Government to Lord Heseltine’sobservations was to accept all but five <strong>of</strong> hisrecommendations including the following issues <strong>of</strong>particular interest to the accredited <strong>Chamber</strong> networkand their membersRole <strong>of</strong> <strong>Chamber</strong>s: The Government recognises that acentral role <strong>of</strong> <strong>Chamber</strong>s is to represent the interests <strong>of</strong>business, in addition to delivering services;Legal status <strong>of</strong> <strong>Chamber</strong>s: the Government rejected therecommendation that <strong>Chamber</strong>s should be givenenhanced legal status by legislating for basic statutoryfunctions;Single Pot: The Government favours an approach tolocalising funding that is centred on ‘<strong>Local</strong> GrowthDeals’ – a competitive process in which <strong>Local</strong>Enterprise Partnership areas would submit bids intocentral government to release funding from a ‘Single<strong>Local</strong> Growth Fund’ from April 2015 to resourcestrategies for local growth.
