Rupert’s ReviewYou can find the <strong>Somerset</strong> <strong>Chamber</strong> <strong>of</strong> Commerceon Facebook, LinkedIn and Twitter.administrator.As <strong>Somerset</strong> <strong>Chamber</strong>membership and our associatedactivities grow, so has ourdedicated team, and the way wesupport our members.Sometimes I find it hard to believethat just 7 years ago when I joinedthe <strong>Chamber</strong> there were no fulltime staff – just a part-time CEOand a “very” part-timeThrough steady growth in membership and increase inrevenue from significant project work with Into<strong>Somerset</strong> and Hinkley Supply Chain, as well as hostingthe <strong>Somerset</strong> <strong>Business</strong> Awards (SBA) and the <strong>Somerset</strong>in <strong>Business</strong> Conference (SIB) being the two mostimportant business events in the county, the <strong>Chamber</strong>now needs a team <strong>of</strong> experienced and committed staffwho can help our members get full value from theirmembership.This month I would like to introduce 3 new faces to the<strong>Chamber</strong> – 2 to support our recruitment drive and 1 toassist the delivery <strong>of</strong> our Hinkley Supply Chain work.Julie Evans and Alistair Powell <strong>have</strong> joined our salesteam and are tasked with making significant progressin hitting our membership target <strong>of</strong> 700 by the end <strong>of</strong>2015. Both <strong>of</strong> these individuals are known to the<strong>Somerset</strong> business community and are both veryexperienced in the field <strong>of</strong> sales. Julie has particularexperience in the life <strong>of</strong> <strong>Chamber</strong>s and <strong>Business</strong> Linkfrom her previous work in the Midlands and now runs avery successful sales business near Yeovil. Alistair willbe familiar to many in the area for his astute attitude tohelping businesses increase their sales activities, so itis great to <strong>have</strong> him with us “practicing what hepreaches”. We would like to hear from anyone who canrefer to us a business that would be value being amember <strong>of</strong> the <strong>Somerset</strong> <strong>Chamber</strong>.The third new member <strong>of</strong> the <strong>Chamber</strong> family isSusannah Jones who is graduating from ExeterUniversity this summer with a degree in Physics &Astrophysics. Susannah joins us at a very exciting timefor her with the Hinkley Point C project about to get realtraction. She will be focussing on managing the supplychain database and supplier matching activity, somembers registered on the supply chain may well behearing from Susannah in the weeks and monthsahead.Finally, in an attempt to increase our value to memberseven more, we are working on developing newmembership categories that reflect the needs <strong>of</strong> ourmembers and correlate more to the benefits <strong>of</strong><strong>Chamber</strong> membership. Historically, there <strong>have</strong> beenmore than 10 membership categories that cannotsupport our members most effectively. I know that byhalving the number <strong>of</strong> categories, we can provide thelevel <strong>of</strong> targeted service that our members willappreciate and value. These changes will come intooperation from 1 st May 2013 and will only affectmembers when membership comes up for annualrenewal. Heseltine Review<strong>Business</strong> must <strong>have</strong> a strong local voiceWhen Lord Heseltine delivered his ‘No Stone Unturnedin Pursuit <strong>of</strong> Growth’ report in November 2012 he setout over 80 recommendations, covering topics asdiverse as local government reorganisation, the roleand capacity <strong>of</strong> business representative organisationsincluding <strong>Chamber</strong>s, and the rules around foreignacquisition <strong>of</strong> UK companies.Its headline message was that empowering local areasto take charge <strong>of</strong> their development was essential tothe future competitiveness <strong>of</strong> the country. For<strong>Chamber</strong>s <strong>of</strong> Commerce, the key recommendationswere to localise over £50bn in public-sector funding inEngland via a ‘Single Pot’, alongside an enhanced rolefor <strong>Chamber</strong>s <strong>of</strong> Commerce as a ‘one-stop shops’ forthe delivery <strong>of</strong> business support at a local level.The response from Government to Lord Heseltine’sobservations was to accept all but five <strong>of</strong> hisrecommendations including the following issues <strong>of</strong>particular interest to the accredited <strong>Chamber</strong> networkand their membersRole <strong>of</strong> <strong>Chamber</strong>s: The Government recognises that acentral role <strong>of</strong> <strong>Chamber</strong>s is to represent the interests <strong>of</strong>business, in addition to delivering services;Legal status <strong>of</strong> <strong>Chamber</strong>s: the Government rejected therecommendation that <strong>Chamber</strong>s should be givenenhanced legal status by legislating for basic statutoryfunctions;Single Pot: The Government favours an approach tolocalising funding that is centred on ‘<strong>Local</strong> GrowthDeals’ – a competitive process in which <strong>Local</strong>Enterprise Partnership areas would submit bids intocentral government to release funding from a ‘Single<strong>Local</strong> Growth Fund’ from April 2015 to resourcestrategies for local growth. 2013 BudgetBudget 2013 – What might it mean for<strong>Somerset</strong> businesses?While there is much for business to welcome in theChancellor's budget statement, such as scrapping therise on fuel duty, and putting £3.5bn into helpingbuyers afford new homes, could he <strong>have</strong> gone furtherto support enterprise and growth, such as scrappingdamaging increases in business rates?With the UK economy at an unprecedented moment inhistory, could the Government be doing more to get theeconomy moving? Many <strong>of</strong> the Chancellor’s measureswere targeted at larger corporates, and those that willbenefit smaller companies will not take effect until2015, which could be too late for some businesses.<strong>Somerset</strong> business will in doubt appreciate many <strong>of</strong> theChancellor's measures, and his personal commitmentto fiscal discipline and support for enterprise, but willwish he had been more radical in the pursuit <strong>of</strong> growthas he reported that the economy will grow in 2013/14by a paltry 0.6% down from December’s forecast <strong>of</strong>1.2%.The “Good News” headline stories for businesses are:-Planned fuel duty rise for September 2013 scrapped– saving <strong>Somerset</strong> hauliers thousands <strong>of</strong> pounds.The first £2,000 to be taken <strong>of</strong>f all employers'National Insurance bills from April 2015 – takinghundreds <strong>of</strong> <strong>Somerset</strong>’s smaller employers out <strong>of</strong>employers NI contributions altogether.Corporation Tax to drop to 20% in April 2014 – a hitwith limited companies, but no effect on the smallersole trader or partnership. Promise <strong>of</strong> extra £3bn per year for infrastructure –but what might it be spent on in <strong>Somerset</strong> and theSouth West?Single Pot for local expenditure through LEPs – howmuch, and again, what might it be spent on in<strong>Somerset</strong>?Limit for the provision <strong>of</strong> tax free low-interest loansfor employees will be increased from £5,000 to£10,000 from April 2014;Income tax threshold to be raised to £10,000 inApril 2014 (£9,400 in April 2013) – great news foreveryone in employment and self-employment.Beer duty cut by 1p a pint and scrapping <strong>of</strong> the beerduty escalator making a net saving in 2013 <strong>of</strong> 4pper pint – great news for the plethora <strong>of</strong> small microbrewers in <strong>Somerset</strong> and their consumers!Shared Equity Scheme <strong>of</strong> up to 20% for new buildhousing – which should also help the house buildingsector“There is much for business to commend inthe Chancellor's statement, from a widerremit for the Bank <strong>of</strong> England, to measureson fuel duty, home ownership, andemployment. Hinkley Point Planning ApprovedHinkley Point C go-ahead boosts<strong>Somerset</strong>’s business credentialsThe UK’s first new nuclear buildfor nearly three decades is a boostfor <strong>Somerset</strong> as a businessdestination, according to the<strong>Somerset</strong> <strong>Chamber</strong>. PlanningConsent to build the two newreactors was approved by Energy& Climate Change Minister, EdDavey MP, and announced to theindustry-sponsored Nuclear NewBuild 2013 Conference on 19 thMarch by EDF’s NNB ManagingDirector, HumphreyCadoux—Hudson.Expected to generate £14billion pounds <strong>of</strong> investmentover the next decade, the Hinkley Point C developmentfirmly places <strong>Somerset</strong> on the nuclear map. The nuclearnew build will be looked upon globally as a blueprint forhow nuclear power plants will be built in the future. Thecontribution to the economy will be significantgenerating employment for 25,000 people duringconstruction with 900 permanent jobs created forduration <strong>of</strong> the 60 years <strong>of</strong> operation.and investors to <strong>Somerset</strong> to collectively develop arobust local supply chain supporting the multi-billionproject.”There are still two key landmarks for the project toovercome before the development will commence.Firstly, EDF Energy and the Government <strong>have</strong> to agreeon the “strike price” for electricity – being a minimumprice that consumers can be charged for the duration<strong>of</strong> the operation that also needs to take account <strong>of</strong> thede-commissioning costs. Secondly, EDF Energy <strong>have</strong> tomake their final investment decision after which therewill be no turning back!Chair <strong>of</strong> the <strong>Somerset</strong><strong>Chamber</strong>, Sandra Wilsonsays, “The Hinkley Point Cproject is a wonderfulopportunity for the Britishnuclear industry and a hugeopportunity for <strong>Somerset</strong>businesses wanting to getinvolved with the project. Member’s NewsOld Mill Moves to WellsWest Country accountants and financialplanners Old Mill has relocated its SheptonMallet <strong>of</strong>fice to the Cathedral Park businesscomplex in neighbouring Wells.This week, 80 staff moved from the Old Mill on Park Road to BishopbrookHouse; a brand new carbon friendly building commissioned by Old Mill andfunded through the Old Mill Partners’ pension scheme.The two-storey <strong>of</strong>fice has 10,000 square foot <strong>of</strong> <strong>of</strong>fice space on the firstfloor for up to 100 staff while the ground floor has a reception, board room,conference rooms and around 7,000square foot <strong>of</strong> <strong>of</strong>fice space for let. Old Mill is one <strong>of</strong> the West Country’s fastestgrowing accountancy firms. Originally based in Shepton Mallet and Yeovil, overthe past six years it has opened three new <strong>of</strong>fices in Exeter, Melksham andDorchester and more than doubled in size, now employing more than 250people.The Yeovil <strong>of</strong>fice relocated in November 2012, while a new <strong>of</strong>fice for SheptonMallet has been on the cards for many years, as Head <strong>of</strong> Finance andOperations Mike Butler, who has overseen the development explains:“We started to outgrow the Shepton <strong>of</strong>fice, which was formerly a 19 th century mill, around six years ago and beganto look for a new <strong>of</strong>fice in the town. We wanted an open plan design and plenty <strong>of</strong> room for expansion but afteryears <strong>of</strong> searching, we couldn’t find anything suitable, so decided to embark on a project to build something thatwould fit our needs.“We chose to build at Cathedral Parkbecause once completed, it will beone <strong>of</strong> the key business destinationsin the region. Efforts <strong>have</strong> also been made to facilitate videoconferencing and telephone conferencing.The bucolic – but thoroughly modern –Templecombesite is not only home to world-class defencemanufacturing and engineering, but is also one <strong>of</strong> theThales Group’s most environmentally friendly, thanks inpart to the engagement <strong>of</strong> on-site ‘Green Teams’.With a working population <strong>of</strong> just under 700 employeesthe site specialises in world-leading maritime and airoperations technology, but over the last few years, thesite has introduced such a range <strong>of</strong> innovative andeffective environmentally friendly projects that it canalso lay claim to be a trail-blazing ‘green’ champion.Last year, the Templecombe site launched anotherinnovative environmental scheme to introduce a nativehedgerow boundary around its existing site perimeterfence to help encourage local biodiversity. More than560 plants <strong>of</strong> native hedgerow species <strong>have</strong> nowimproved the visual appearance <strong>of</strong> the site as well asenhancing boundary protection.The hedgerow initiative is the latest in a programme <strong>of</strong>activities to reduce the environmental impact <strong>of</strong> theTemplecombe site, bringing significant energy efficiencyimprovements, additional waste segregation andrecycling, reduced transport emissions and increasedawareness <strong>of</strong> green issues among employees.Nigel Branson <strong>of</strong> the Energy Green Team says: “Thewhole project can be mapped across the Thales values<strong>of</strong> customer focus, innovation, teamwork and peopledevelopment.In 2007 staff and management at Templecombedecided to launch the ‘Carbon Campaign’ based aroundfour Green Teams focusing on Awareness, Energy,Travel and Recycling. The initiative was extended toTemplecombe’s sister site in Stockport later that yearand is currently being extended to buildings at theThales Bristol campus.Just five years later, the results <strong>of</strong> the teams' effortsspeak for themselves. In 2011, for example, as a directresult <strong>of</strong> the campaign, more than 125 tonnes <strong>of</strong> wastehas been diverted from landfill at Templecombe, andsince 2007 the Recycling team activities <strong>have</strong> savedmore than 350 tonnes <strong>of</strong> CO2.We <strong>have</strong> made huge strides in the last five years thanksto a team effort, senior management buy-in andsupport and a sense <strong>of</strong> achievement.
