N T I S2010Figure 12.1: Possible Linkages between NTIS Technical Committees and NBF Working Group12.6 Shift to a Programme-based Sector-Wide Approach (SWAp)A SWAp is a programme-based approach to development that brings together governments, donors, andother stakeholders within a sector. Rather than focusing on a short- to medium-term limited package <strong>of</strong>specific policies and/or activities aimed at supporting those, a SWAp is driven by a set <strong>of</strong> operating principles.The approach involves responding over time to changes and moving under government leadership towardsbroadening <strong>of</strong> the policy dialogue, the formulation <strong>of</strong> a single, shared sector strategy (that addresses privateand public sector issues), the development <strong>of</strong> a common, realistic expenditure programme (including bothgovernment funding and DP resources) to implement the strategy, the formulation <strong>of</strong> common monitoringarrangements, and more coordinated procedures for funding and procurement.As experience elsewhere shows, the formulation <strong>of</strong> the NTIS, the steps taken to put in place the NTIS NIAswith EIF support, and the shift to a SWAp approach can happen in parallel. But a note <strong>of</strong> caution needs tobe raised here that a Trade SWAp is in practice more difficult to put in place than in most other sectors in nosmall part because trade development issues cut across many ministries and agencies and intra-governmentalcoordination may take time to achieve.
