N T I S2010Observations from enterprises and other stakeholders: The sector needs a supportive and sustained strategy with practical and enabling support measures toensure its competitiveness and success in international markets. The Association has a role to play inlobbying GoN;Nepal Pashmina Industries Association (NPIA)The Pashmina sector has approximately 175 active enterprises, exporting to over 80 countries worldwide. TheNPIA provides support to its members in the following areas: Lobby on behalf <strong>of</strong> the sector and seek to improve the business environment for the sector; Facilitate sourcing <strong>of</strong> raw materials; Encourage and assist people living in the high altitudes for chyangra (capra hircus) farming for theproduction <strong>of</strong> top quality Pashmina; Help promote national and international markets for Pashmina products; Develop linkages among industrial, commercial, governmental, and non-governmental actors in thesector; Promote quality <strong>of</strong> Pashmina products by providing a Pashmina collective trademark. In particular,NPIA has recently finalized a ‘logo and brand identity’ and has embarked on an aggressive worldwideregistration programme <strong>of</strong> its trademark to ensure the integrity <strong>of</strong> this brand; and, NPIA provides specific training in product design and product development to help producers respondto market demand.Observations from enterprises and other stakeholders: Stakeholders wish to see continued support and strengthening <strong>of</strong> the Association’s capacity in areas inwhich it is already active.Federation <strong>of</strong> Contractors’ Association <strong>of</strong> Nepal (FCAN)FCAN supports the civil engineering sector in Nepal. The construction sector contributes around 11 per centto the country’s Gross Domestic Product (GDP). It provides large employment to semi-skilled and seasonalworkers. Representatives <strong>of</strong> the sector tend to focus on domestic market needs.Observations from enterprises and other stakeholders:FCAN should: Lobbythe GoN to review and update the existing Acts and Regulations related with constructionindustry; Encourage introduction <strong>of</strong> a transparent and business-friendly tax assessment system; Introducea standard contract document to achieve uniformity in contract administration; Seek donor support to sustain some <strong>of</strong> its training activity. To improve the management capabilityand skill <strong>of</strong> construction pr<strong>of</strong>essionals and trades people, FCAN has established a Construction IndustryTraining Centre in Kathmandu. Various training programmes have been launched but they are notsustainable without external support; and, Lobby GoN to ensure that the Construction IndustryDevelopment Board functions efficiently and proper budget support to the Board is allocated.NEPAL TRADE INTEGRATION STRATEGY 2010BACKGROUND REPORT235
