N T I S2010mark licence, metrology (legal metrological/calibration services), laboratory testing services, laboratoryaccreditation, facilitation work on product and system certification, etc.The Department <strong>of</strong> Food Technology and Quality Control (DFTQC) is the government agency responsible forimplementing the Food Act 2023 (1966), the Feed Act 2033 (1976) as well as the regulations related to thesetwo Acts. 4 The DFTQC sets and implements the mandatory standards (both horizontal and vertical standards)related to food/feed products and issues directives/guidelines. One <strong>of</strong> its objectives is to facilitate nationaland international trade in food and agriculture. The GoN has designated the DFTQC as the WTO/SPS enquirypoint, effective January 1, 2004. The DFTQC also acts as the focal point for the Codex Alimentarius Committee.A National Codex Committee has been formed, a separate National Codex building has been constructed andthe activities <strong>of</strong> the committee are being pursued from there. The process <strong>of</strong> harmonization <strong>of</strong> standards <strong>of</strong>different food products with Codex standards is also ongoing.In addition to the NBSM and DFTQC, the following government institutions are involved in the TBT-relatedmeasures (setting standards, issuing guidelines and directives) for related products, as per their mandates: Department <strong>of</strong> Drug Administration (DDA) for pharmaceutical products MoFSC/Department <strong>of</strong> Botany (DB) for plant health Department <strong>of</strong> Livestock Services for animal health <strong>Ministry</strong> <strong>of</strong> Science and Technology for environmental issuesUnder the Drugs Act 1978, the following rules and regulations and codes have been implemented by theDDA 5 : Regulation on the Constitution <strong>of</strong> the Drug Consultative Council and the Drug Advisory Committee2037 Drug Registration Regulation 2038 and 2040 Interrogation and Inspection Regulation 2040 Codes on Drug Manufacturing Drugs Standards Regulation 2043The DDA is also facilitating the WHO-GMP certification <strong>of</strong> pharmaceutical products manufactured in Nepal. Ithas a separate national medicine laboratory for testing pharmaceutical products.With the given mandate <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> Forests and Soil Conservation (MoFSC), the DPR is also preparingsome standards for non-timber forest products (NTFPs) and essential oils. It is also assisting the MoFSC inissuing CITESrelated certificates for plant products.Additional information on the regulatory structure for SPS is presented in the next chapter.7.4 National Standards and Technical RegulationsStandardsAs <strong>of</strong> December 2009, 858 national standards have been developed and approved by the National Council <strong>of</strong>Standards. 6 Given the importance <strong>of</strong> standards in the global economy and in international trade, the NBSMgives emphasis to harmonizing national standards with international standards published by ISO/IEC, Codex,WHO and other standards-setting organizations.
