ERMA NEW ZEALAND annual report <strong>on</strong> <strong>the</strong> <strong>aerial</strong> <strong>use</strong> <strong>of</strong> <strong>1080</strong>BOX 1: THE <strong>1080</strong> REASSESSMENT DECISIONIn February 2002, <strong>the</strong> Department <strong>of</strong> C<strong>on</strong>servati<strong>on</strong> (DoC) and <strong>the</strong> Animal Health Board (AHB) made anapplicati<strong>on</strong> to <strong>the</strong> Authority for a decisi<strong>on</strong> <strong>on</strong> whe<strong>the</strong>r <strong>the</strong>re were grounds for a reassessment <strong>of</strong> <strong>1080</strong> and <strong>the</strong>substances c<strong>on</strong>taining it. The Authority decided in March 2002 that <strong>the</strong>re were grounds for a reassessment,namely:• <strong>the</strong> large increase in <strong>the</strong> amount <strong>of</strong> <strong>1080</strong> being <strong>use</strong>d and planned for <strong>use</strong>;• new informati<strong>on</strong> relating to <strong>the</strong> effects <strong>of</strong> <strong>1080</strong> since it was first registered in 1964; and• c<strong>on</strong>siderable public c<strong>on</strong>cern about <strong>the</strong> <strong>use</strong> <strong>of</strong> <strong>1080</strong>.In October 2006, DoC and <strong>the</strong> AHB submitted a joint applicati<strong>on</strong> for <strong>the</strong> reassessment <strong>of</strong> <strong>1080</strong>.The public was invited to make submissi<strong>on</strong>s <strong>on</strong> <strong>the</strong> applicati<strong>on</strong> and a number <strong>of</strong> public hearings were heldthroughout <strong>the</strong> country. An evaluati<strong>on</strong> <strong>of</strong> <strong>the</strong> submissi<strong>on</strong>s and <strong>the</strong> scientific evidence provided by bothapplicants and submitters was prepared by ERMA New Zealand staff. The Authority c<strong>on</strong>sidered <strong>the</strong> report and<strong>the</strong> evidence presented at <strong>the</strong> hearings and issued its decisi<strong>on</strong> <strong>on</strong> <strong>the</strong> reassessment (<strong>the</strong> <strong>1080</strong> Decisi<strong>on</strong>).The Authority decided to allow <strong>the</strong> c<strong>on</strong>tinued <strong>use</strong> <strong>of</strong> <strong>1080</strong> for ground and <strong>aerial</strong> operati<strong>on</strong>s. The c<strong>on</strong>trols thatpreviously existed were streng<strong>the</strong>ned and new c<strong>on</strong>trols <strong>on</strong> <strong>aerial</strong> applicati<strong>on</strong> were added beca<strong>use</strong> <strong>of</strong> <strong>the</strong> higherlevels <strong>of</strong> risk involved.The additi<strong>on</strong>al c<strong>on</strong>trols are part <strong>of</strong> a tighter management regime imposed by <strong>the</strong> Authority for <strong>aerial</strong> drops <strong>of</strong><strong>1080</strong>. The new regime c<strong>on</strong>sists <strong>of</strong> four main elements:1.2.3.4.A watch list requiring reports <strong>on</strong> <strong>aerial</strong> <strong>1080</strong> operati<strong>on</strong>s (to include informati<strong>on</strong> <strong>on</strong> c<strong>on</strong>sultati<strong>on</strong>, incidents,and <strong>the</strong> results <strong>of</strong> any post-operati<strong>on</strong>al m<strong>on</strong>itoring) to be provided to <strong>the</strong> Authority to enable activem<strong>on</strong>itoring <strong>of</strong> all <strong>1080</strong> <strong>aerial</strong> operati<strong>on</strong>s.Streng<strong>the</strong>ned c<strong>on</strong>trols to fur<strong>the</strong>r mitigate <strong>the</strong> risks involved in <strong>1080</strong> <strong>aerial</strong> drops.Applicati<strong>on</strong> <strong>of</strong> best practice in relati<strong>on</strong> to pre-operati<strong>on</strong> planning, c<strong>on</strong>sultati<strong>on</strong> and notificati<strong>on</strong> as well as<strong>the</strong> management <strong>of</strong> <strong>1080</strong> <strong>aerial</strong> operati<strong>on</strong>s.Fur<strong>the</strong>r research into alternatives to <strong>1080</strong> for pest c<strong>on</strong>trol and, where <strong>the</strong>re remains a lack <strong>of</strong> knowledgeand a degree <strong>of</strong> public c<strong>on</strong>cern, about <strong>the</strong> effects <strong>of</strong> <strong>1080</strong>.Additi<strong>on</strong>al informati<strong>on</strong> about <strong>the</strong> Authority’s decisi<strong>on</strong> can be found in The Reassessment <strong>of</strong> <strong>1080</strong>: An InformalGuide to <strong>the</strong> August 2007 Decisi<strong>on</strong> <strong>of</strong> <strong>the</strong> Envir<strong>on</strong>mental Risk Management Authority, available <strong>on</strong> our website,http://www.ermanz.govt.nz/news-events/<strong>1080</strong>/ERMA%20<strong>1080</strong>%20Reassessment%20FINAL.pdf.4
