For testing oxidising solids or liquids: In the UN Model Regulations and inthe UN Manual of Tests and Criteria; except that for a solid, where thesubstance is known to be likely to crumble into a finer particle form, or tobe used in a finer particle form than the form as transported, then the testshould be conducted using that finer form.b. For testing a gas: Those parts of ISO 10156:1996 that relate todetermining the oxidising potential of a gas.UN Manual of Tests and CriteriaUN Model RegulationsThird revised edition of Recommendations on the Transport of DangerousGoods Manual of Tests and Criteria (United Nations, 1999a).Eleventh revised edition of Recommendations on the Transport of DangerousGoods Model Regulations (United Nations, 1999b).7.3. Threshold for substances with oxidising propertiesThe threshold for substances with an oxidising property has two elements.Oxidising substances not organic peroxidesThese are substances that, while in themselves not necessarily combustible, may cause or contribute tothe combustion of other substances or materials.Organic peroxidesThese are substances that contain the bivalent oxygen [-0-0-] structure and may be considered asderivatives of hydrogen peroxide where one or both of the hydrogen atoms has been replaced by anorganic radical. The criteria used to define the thresholds follow exactly the internationally harmonised criteria developed bythe United Nations Committee of Experts on the Transport of Dangerous Goods (UNCETDG). To meet thethreshold, oxidising substances that are not organic peroxides are tested for the rate at which they promoteburning. Organic peroxides are tested for the amount of oxygen that they can provide for combustion.January 2012 EPA0109
