Contacts and CommitteesIntroductionINTRODUCTIONIn 1886, the distinguished colonist Edward Keane, Aubrey Sherwood, Collector of Customsand some of their local friends agreed to form a sailing club and build a jetty for theirboats at the foot of Irvine Street in <strong>Freshwater</strong> <strong>Bay</strong>. Some 114 years later, after two worldwars, endless regattas, world, state and local club championships the <strong>Royal</strong> <strong>Freshwater</strong><strong>Bay</strong> <strong>Yacht</strong> Club continues to thrive and prosper bringing together club members and theirfamilies at this picturesque location on the banks of the Swan River.The modern era of the Junior Club began in 1979. A January fire destroyed the storageshed and the forty nine uninsured Pelicans inside. This disaster galvanised the Club intoaction. Long needed, often deferred, a Junior Clubhouse and new storage sheds weredesigned and built. Every Club member agreed to contribute $40 to meet this unexpectedcommitment. It was opened by the late Ron Tough in September 1979.The Junior Club today is a hive of activity with over 200 members. The Clubhouse is thebase for all our dinghy racing with sailors ranging from 6—75 years of age. Now, morecommonly known as the <strong>Dinghy</strong>/Junior Clubhouse we are grateful to have such a wonderfulfacility and over the years it has been the venue for numerous local, state, national &international regattas. We have also been fortunate that many of our sailors haveachieved great success at National, World & even Olympic level. We acknowledge thatonly few sailors attain this elite level and ensure that we cater for those sailors who justwish to enjoy their sailing and hope that they find the experience positive & rewarding.<strong>Dinghy</strong> sailing is mostly held on Sundays (am or pm) October – April and June – September(fortnightly). We currently sail Optimists, 420’s, Mirrors, Lasers, 505’s, 470’s, 29ers,49ers, Contenders and a new addition for this season is the O’pen BICS - the competitivespirit alive and well in all classes. Each Class has a Fleet Captain who acts as a liaisonbetween the Club and their fleet and provide an important service to ensure that theneeds of each Class are being met and are responsible for the allocation of dinghy storageracks.5The Junior Club has its own committee headed by a Captain running its own affairs, astrong interest with parents, a social life of events and barbecues which all contribute tomaking the <strong>Dinghy</strong>/Junior Clubhouse a popular rendezvous for the youth. The <strong>Dinghy</strong>/Junior Section is mainly supported through volunteers in various roles; Fleet Captains,Flag Officers, On-Water Support Personnel and Canteen Personnel. In addition we haveCoaches and <strong>Sailing</strong> Support Staff available.This is ‘<strong>Dinghy</strong> <strong>Handbook</strong>’ has been put together as a resource for dinghy sailors to referto for sailing events at our Club over the next 12 months, along with other relevant materialthat may assist you with understanding the operations of the <strong>Dinghy</strong>/Junior section.


<strong>Sailing</strong> InstructionsIntroduction<strong>2012</strong>/13 STANDARD DINGHY SAILING INSTRUCTIONSThe Standard <strong>Dinghy</strong> <strong>Sailing</strong> Instructions apply to club races conducted by<strong>Royal</strong> <strong>Freshwater</strong> <strong>Bay</strong> <strong>Yacht</strong> Club (Inc.). They do not apply to special eventscovered by separate <strong>Sailing</strong> Instructions1. RULES1.1 Races will be governed by the rules as defined in the Racing Rules of <strong>Sailing</strong>(“RRS”).1.2 The <strong>Yacht</strong>ing Australia Special Regulations (“YA SRs”) Part 2 and relevant ClassAssociation Rules will apply (unless altered by these <strong>Sailing</strong> Instructions).1.3 Optimists & O’pen BICs designated by the race committee as being in Silver Fleetsfor coaching purposes shall fly a pink coloured streamer from their mainsail leach.62. ENTRIES AND ELIGIBILITY2.1 Boats shall enter by completing the nomination form available from the Club Office orwebsite. Unless invited by the <strong>Yacht</strong>ing Committee only boats registered at <strong>Royal</strong><strong>Freshwater</strong> <strong>Bay</strong> <strong>Yacht</strong> Club Inc. may nominate for Club races.2.2 Skippers & crew must complete ‘sign on’ & ‘sign off’ sheets located in the Junior Clubhouseeach day before & after racing.2.3 Boats shall be helmed by a financial Ordinary, Life, Special, Senior, or Junior Memberof the Club unless otherwise approved by the <strong>Yacht</strong>ing Operations Manager.2.4 Notification of any change in registration details (including change of helmsman)shall be lodged in writing to the race office prior to the commencement of the race inwhich it will take effect.3. NOTICES TO COMPETITORSNotices to competitors will be posted on the Notice Board located outside the JuniorClubhouse office.4. CHANGES TO SAILING INSTRUCTIONS4.1 Any change to the <strong>Sailing</strong> Instructions will be posted on the Notice Board no laterthan one hour before the scheduled start time of the race for which it will take effect.4.2 Flag ‘L’ will be displayed from the mast in front of the Junior Clubhouse when thenotice is displayed. It shall be the responsibility of each boat to obtain any instructions.This flag shall be displayed until the start time of the first race to which thechange applies.4.3 Changes to the <strong>Sailing</strong> Instructions may be made on the water in accordance withRRS 90.2(c) using the following procedurea) Flag ‘L’ to be displayed with a sound signal. Competitors should come withinhailing distance of the Committee Boat.

COURSES AND COURSE SIGNALS9.1 All courses are detailed in the <strong>Dinghy</strong> <strong>Sailing</strong> <strong>Handbook</strong> <strong>2012</strong>/13.9.2 Course FlagsThe course will be signalled by the corresponding numeral pennant on the Start Box orStart Boat. If a numeral pennant is displayed beneath a class warning signal, the classshall sail that designated course rather than any course number which may be displayedon a separate halyard.9.3 Multiple RacesWhen the ‘Q’ flag is displayed at the finish, another race will be started as soon as practicable.Multiple sound signals will indicate that a new starting sequence will commencewithin 1 minute.9.4 Shortening CoursesCourses may be shortened in accordance with RRS 32, changed so that if Flag ‘S’ overFlag ‘F’ are displayed in the vicinity of a mark, competitors shall pass that mark on therequired side and proceed directly to the finish line.810. SIGNALS MADE ASHORE10.1 Signals made ashore will be displayed on the flag mast in front of the Junior Clubhouse.10.2 When flag AP is displayed ashore, “1 minute” is replaced with “not less than 30 minutes”in Race Signals.11. MARKS11.1 Course marks 1, 2, 3 & T will be red cylindrical buoys or green flagged stick buoys.Course marks A, B & C will be smaller pimple buoys or orange flagged stick buoys.11.2 The starting pin mark (for boat starts) will be a black and white chequered inflatable buoy.The finishing pin mark (for boat starts) will be a red inflatable buoy with a yellow band.12. FLEET STARTS12.1 Standard StartsAll races will be started in fleet sequence using RRS 26 modified such that the WarningSignal will be displayed 3 minutes prior to the start and the preparatory signal 2 minutesprior to the start.12.2 Late StarterA boat starting later than 6 minutes after her starting signal will be scored DNS.12.3 General RecallWhen there are other classes yet to start, the Warning Signal for the first recalled fleet will bedisplayed at the start signal for the last fleet in the sequence. This changes RRS 29.2.

LINES IN USE13.1 A conspicuous orange flag will identify a line in use for starting or finishing.13.2 Except between its warning and starting signals, or when finishing, a boat shall notcross a line in use in either direction.13.3 A boat observed by the Race Committee breaching SI 13.2 will be penalised without ahearing in accordance with SIs 16.2. This changes RRS 63.113.4 Club line 2 will not be ‘in use’ after the completion of the starting sequence.13.5 SI 13.1 is not open to protest by boats. This changes RRS 60.1.14. STARTING/FINISHING LINES14.1 Start Box Start: Club Starting Line No. 1/Club Finishing LineWill be between the triangle above the Start Box and the white and black outer markplaced in an easterly direction from the Start Box. An inner white & black start line markwill mark the length but not the position of the line.14.2 Start Box Start: Club Starting Line No. 2Will be between the triangle above the Start Box and the white and black outer markplaced in a northerly direction from the Start Box. An inner white & black start line markwill mark the length but not the position of the line.14.3 Boat Start: Starting LineWill be between a mast displaying an orange flag on the committee boat at the starboardend and a black and white chequered buoy at the port end. A clearance markmay be streamed from the start boat. This clearance mark is deemed to be part of thestart boat for the purpose of RRS 31 and shall be passed on the same side as the startboat when starting.14.4 Boat Start: Finish LineWill be between a mast displaying an orange flag on the committee boat at the starboardend and a red and yellow banded inflatable buoy at the port end.915. KEEPING CLEAR15.1 Start Box Start: After the first Warning Signal of the day, boats shall not pass betweenthe Start Box and the inner mark of a Club Starting Line or Finish Line when the line isin use. The only exceptions will be boats that are forced between the Start Box and theinner mark at the start or boats returning to start after recall.15.2 A boat whose Warning Signal has not been made shall keep clear of the starting areaand all other boats in their starting sequence.15.3 Start Box Finish: After finishing and clearing the Club Finishing Line, boats shall notpass between the Start/Finish box and an orange outer clearance mark as the extensionto the finish line.


<strong>Sailing</strong> Instructions<strong>2012</strong>/13 STANDARD DINGHY SAILING INSTRUCTIONS cont-15.4 Boats shall give way to support craft identified by a green and white diagonal flag.15.5 Boats reported for breaching any of SI 15 will be penalised without a hearing in accordancewith SI 16.2. This changes RRS 63.1.16. PENALTIES16.1 For all Classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by theOne-Turn Penalty.16.2 A scoring penalty will be equal to three points (places) for both handicap and across theline positions. No boat will be scored worse than DSQ. All finish positions will be adjustedaccordingly.17. PROTESTS AND REQUEST FOR REDRESS17.1 Protests shall be lodged in writing at the Junior Clubhouse within 30 minutes of the lastboat finishing in in the last race of the day for that class.17.3 A boat penalised under SIs 13.3 or 15.5 may request a hearing.1018. ARBITRATION18.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31to take a penalty after racing but prior to any protest hearing. Her penalty shall be ascoring penalty equal to a finishing place mid-way between the boat's actual finishingplace and the score for a disqualification. Half points shall be disregarded and the pointsof other boats shall not be adjusted.18.2 An arbitration hearing will be conducted for all protests lodged in accordance with rule61 which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings willbe held subsequent to the protest being lodged and prior to the protest hearing.18.3 The time and place of the arbitration hearing will be decided by the arbitrator and suchadvice may be given verbally. One representative of each boat will attend the arbitrationhearing and no witnesses will be allowed. The arbitrator will decide the manner in whichtestimony is given.18.4 After taking testimony, the arbitrator will make one of the following conclusions:(a) The protest does not comply with rule 61 and the protestor should withdraw the protest.(b) The matter shall proceed to a protest hearing. This may be because rules not suited toarbitration may be involved or because evidence is too complex or divergent or becauseinjury, serious damage or a significant advantage may have occurred or because of theapparent severity of the alleged infringement or for any other reason decided by thearbitrator.(c) No rule was broken and the protestor should withdraw the protest.(d) A rule was broken by one or more of the boats involved, the infringing boat(s) may accepta scoring penalty as detailed in SI 20.1 and if so accepted, the protestor shouldwithdraw the protest.


<strong>Sailing</strong> Instructions<strong>2012</strong>/13 STANDARD DINGHY SAILING INSTRUCTIONS cont-18.5 An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall besubject to appeal or be grounds for redress.18.6 Should the protest proceed to a protest hearing then the arbitrator may be a member ofthe Protest Committee. Any evidence given by an arbitrator during a protest hearingshall be given only in the presence of the parties to the hearing.19. TIME LIMIT19.1 For standard club racing the time limit for the first boat in each class is 70 minutes.Boats that fail to finish within 15 minutes of the leading boat in their respective class willbe scored ‘DNF”. This changes RRS 35.19.2 For championship and start box start races the time limit is 2 hours. Boats not finishingwithin 20 minutes of the leading boat in their class will be scored ‘DNF’’. This changesRRS 35.20. SCORINGThe Low Point System of RRS Appendix A will apply to all Consistency and ClubChampionship series.21. NUMBER OF RACES TO COUNTConsistency SeriesBest 11 races to count for all fleetsChampionship Series8 races scheduledIf 8 races held 6 to countIf 7 races held 6 to countIf 6 or less races held all to count1122. STARTERSA minimum of four starters are required to start in any one race before any trophy shallbe awarded. A minimum of two starters are required to constitute a race.23. AVERAGE POINTS23.1 Boats sailing in official Class, State or National events at other clubs may request averagepoints for Consistency and Club Championship races held on the same day. Applicationsfor average points shall be made in writing to the <strong>Yacht</strong>ing Operations Assistantwithin 5 days of the race for which average points are requested and shall be accompaniedby a results sheet to confirm participation in the alternate event.


Courses—Boat Start<strong>2012</strong>/13 STANDARD DINGHY SAILING INSTRUCTIONS cont-23.2 To be eligible for average points in a consistency race or Club Championship heatsboats must participate in a minimum of 50% of the races in the series for which averagepoints are being requested.23.3 Average points shall be calculated from the points accrued in all the races that therequesting boat competed in during the series.24. COACHINGClub coaches or other coaches approved by the <strong>Yacht</strong>ing Operations Manager maygive advice to some or all competitors while they are racing except during designatedClub Championship Heats. Silver Fleet Optimists and O’pen BICs displaying a pinkribbon may be coached by anyone during any race. This will not be regarded as abreach of RRS 41.25. DECLARATIONBoats crossing the finishing line signify that they have sailed the course and compliedwith the rules in accordance with these <strong>Sailing</strong> Instructions.1226. BOATS RETIRINGBoats retiring shall notify the Committee Boat or the <strong>Yacht</strong>ing Operation’s Assistant atthe RFBYC Junior Club as soon as possible.27. DISCLAIMER OF LIABILITY27.1 All those taking part in Club races do so at their own risk and responsibility.27.2 The Club is not responsible for the seaworthiness of a boat whose entry is acceptedor the sufficiency or adequacy of its equipment. The Club reserves the right to refusean entry.


Courses—Boat StartHANDICAP SYSTEMThe TCF—Pen 3 Handicap system is used for dinghy sailing as follows:1st increased by 1.5%2nd increased by 0.75%Rest of the top third decreased by 0.15%Next third increased by 0.3%. Rest of finishers decreased by 0.45%Non finishers no changeNormalise to base handicap for all boatsPlease note that the first 3 races will assist with determining your initial handicap (averagefrom the races) for the season. Therefore, handicap results for the first 3 consistencyraces of the season will not be calculated until after 3 consistency races have been completedfor each fleet.ANNOUNCEMENT OF RESULTSPennants will be presented to over the line place-getters for each Class on Club <strong>Dinghy</strong>Race days. Where a trophy has been donated, it will be awarded to 1st place on handicap.Prizes will be awarded at <strong>Dinghy</strong> Prize Night.Championship results are based on the placing over the finishing line of each race.Consistency results are based on competitor’s relative performance (handicap) for a raceagainst each other compared with their previous racing results.13On Double or Triple Race days, only the first race will count towards Consistency and ClubChampionship heats.

Training SchoolTRAINING SCHOOL COURSESThe Club conducts a range of sailing and small power boat handling courses throughour accredited Discover <strong>Sailing</strong> Centre. Holiday courses are always very popular.TackersTackers is an introductory, fun, games-based sailing program designed for childrenaged 7—10 years. Participants don’t need to have any sailing experience and don’thave to be a member of our Club to participate. All the equipment, including the boat,is provided.There are three levels to the Tackers Program:-Tackers 1—Having FunTackers 2—Tricks & TechniquesTackers 3—<strong>Sailing</strong> Fast!32Each level involves 20 hours of participation structured as a 5 day holiday program or as aseries of sessions over eight Saturday or Sunday mornings or after school. Participants receivea Tackers kit and a certificate of achievement at the end of each course. <strong>Dinghy</strong> Classes RacedCLASSES RACEDOptimist: The Optimist is a single-handed class sailed by juniors up to 15 years of age(depending on size) with many beginning their sailing careers from the age of 8 years. Withits simple rigging, it is very easy for children to learn the basics of sailing and gain invaluableracing experience as they progress. Many Olympic sailors started in Optimists. It is recognisedas the International training boat. Boats are available form $500—$5000.O’pen BIC: A wind of change is what the O’pen BIC has brought to the world of dinghy sailingfor kids. Young sailors now have a true glide machine for real excitement on the water.The O’pen BIC, with its modern and powerful rig, is a fast boat, quick to respond, self bailing,and is fitted by the best marine hardware manufacturers. The O’pen BIC is the link betweenthe Optimist generation and the new generation of sailing dinghies.Laser: The Laser is an Olympic class one design single handed dinghy measuring 4.2m. Itcan be sailed by men or women of all ages. Depending on weight and ability, the sailor canrace in either the 7sqm standard rig or the 5.7sqm radial rig. A small 4.7 sqm rig is an idealtraining dinghy for younger or lighter sailors. Lasers can be purchased new for approximately$8000—$10,000 or second hand from about $2000.420: The 420 is a two person, strict one design racing dinghy with three sails and one trapeze.All hulls and foils are identical which ensures that boat speeds are potentially equal.Skill in helming, boat handling and tactics are therefore a prime factor in sailing a 420. It isan ideal boat for male and female sailors who move from junior classes. The 420 Class isalso recognised as a World Youth Class providing an opportunity for sailors to representAustralia. Boats range from $500 to $14,000.Mirror: The International Mirror is a popular two person, one-design dinghy sailed racing inmany countries. It is a recommended pathway boat and many top sailors learned their tradein Mirrors. It is light and stable enough to be sailed safely by two teenagers while alsoproviding for adult – child combination. It is an excellent boat for teenagers learning sailingfor the first time. Modern GRP hulls and single-piece masts coupled with its three sails(main, jib, spinnaker) bring this class to life for many new sailors.29er: An alternative to the 420 is a 29er. The 29er is also under consideration for the YouthWorlds and it provides a great step for juniors into a class that teaches the skills of sailingwith a crew and developing the use of Jibs and Asymmetric Spinnakers. Ideal weight for twocrew is around 115kg to 140 kg and prices range from $4,000 to $13,000.505: The 5O5 is a double-handed boat that incorporates a light weight, high performancehull design with a powerful sail plan and one trapeze. The boat is unique in that it has outstandingperformance in all conditions. In light air it is quick and responsive, and in breeze itjust goes faster.Contender: The International Contender is a single-handed high performance sailing dinghy.The boat has a trapeze which allows the sailor to use his weight more effectively. Thedesign of the boat does not favour sailors within a narrow or extreme size or weight range,past champions have ranged from 60 kg to more than 90 kg. While physical fitness, agilityand strength are advantageous, good technical sailing skills and experience can count formore.470: The 470 is an Olympic Class dinghy sailed by two people. A strict one design class,the 470 has proved its pedigree as an Olympic class, being a high performance sailing dinghy.It is a popular class offering a good introduction to high performance boats withoutbeing excessively difficult to handle. Most sailors get substantial experience in a more stableand less demanding dinghy before beginning the 470.35


A R Bennett MemorialA R BENNETT MEMORIAL WEEKENDThe A R Bennett Memorial Weekend was first held in 1975. Mr Bennett (known asSam) had been Commodore of RPYC from 1958 to 1960 and subsequently RearCommodore Juniors at RFBYC. It was his idea to foster a close relationship betweenthe two “<strong>Royal</strong>” yacht clubs through their junior members and to show those juniorsthat they were an important part of their respective clubs. Following the death of SamBennett his family took the initiative to formalise these ideas by commencing the annualA R Bennett Memorial Race and commissioning a magnificent trophy for the event.The three aims of the event are as follows:36To give skippers of racing/cruising yachts the opportunity to meet keenyoung sailors and introducing them to keelboat sailing who could be potentialcrew for the future cruiser racing.To maintain a close friendship between the members of RFBYC and RPYCby sailing together on a fun weekend with social interaction before and aftera friendly race.To provide Junior members of both clubs with the opportunity to sail on theocean in larger keel yachts. Bearing in mind that most juniors have sailedonly in dinghies on the river and never slept on a yacht let alone visitedRottnest.The original plan was for the RPYC participants to arrive on their yachts at RFBYC onFriday night, get together over a barbecue, and sleep on board overnight then head offearly on Saturday down river for the start of the “race” to Rottnest. With the advent ofChallenger Harbour - the Fremantle Annexe for RPYC, it has been the practice for allboats to meet there on Friday night and move to the “start line” at a more civilised houron Saturday morning.Various destinations at Rottnest have been tried of the years, all with varying success.These have included Parker Point, Longreach <strong>Bay</strong> and Thomson <strong>Bay</strong> and even Hillarys<strong>Yacht</strong> Club one year. In recent times, Thomson <strong>Bay</strong> has been favoured due to theproximity of Kingstown Barracks with its barbecues and dining room and to the ablutionblocks on the beach. Activities after arriving at Rottnest include the simple basicthings like swimming, snorkelling, paddling wave skis, as well as organised beachvolleyball and cricket. There is always heaps to do and because there is a significantnumber of adult men and women (owners/skippers and chaperones) who provide theiryachts and/or powerboats it has remained an inexpensive and well-supervised funweekend. For over thirty years now a member of the Bennett family has presentedthe trophy and pennants to tired but happy participants in a great event.


ICR & Team RacingINTERNATIONAL CLASSES REGATTAIncorporates theKEANE’S POINT CHAMPIONSHIP & CAPTAIN O M WATTSThe International Classes Regatta is traditionally held in December and is a great leadup for sailors intending to compete in National events over the Christmas/New Yearperiod. The ICR incorporates the Keane’s Point Championship & the Captain O MWatts. The Keane’s Point Championship is open to O’pen BICS, 420’s, Mirrors, Lasers,505’s, Contenders, 29ers & 49ers. A number of Classes nominate this event asa ranking regatta. The Captain O M Watts Regatta is for Optimists only. This eventis usually nominated by the Optimist Association as a ranking regatta. A little bit ofhistory for you—Who was this Captain?Captain Oswald M Watts was one of the youngest Merchant Navy officersever to hold a Master’s certificate, aged 23. He was the first editor ofReeds Nautical Almanac 1932 and continued as editor until his retirementin 1981. During the 1930s he set up a chandlery off Piccadilly in London.Oswald also started a sea school where yachtsman could learn whatthey needed to know to serve in the <strong>Royal</strong> Naval Volunteer Reserve duringthe build up to the Second World War.The Captain O M Watts perpetual trophy is a barometer which is usually ondisplay in the Junior Clubhouse trophy cabinet.In addition to the abovementioned classes, for the <strong>2013</strong> ICR an invitation hasbeen extended to Musto Skiffs and Flying 15’s to participate.INTER-CLUB TEAM RACING SERIES37The Inter-Club Youth Team Racing Series is co-ordinated by <strong>Yacht</strong>ing West Australiain conjunction with yacht clubs. The series was introduced as a development series toprovide junior sailors with some basic team racing skills. The competition is held overan 8 week period in February/March/April. Each Friday evening the Junior Club hostsa round robin. We have been fortunate to have up to 25 juniors in our team racingsquad which has allowed for us to make up two teams.Expression of interest for team racing is usually called for in November/December.Depending on numbers in the squad two teams are submitted into the competition.Each week sailors are rotated between the two teams and those who are not selectedfor that particular round robin are encouraged to assist with the on-water duties.The Club has in the past been fortunate to have had up to 25 juniors as part of theirteam racing squad. Sailors are usually rotated each week between the teams andthose who were not selected would assist with on-water duties.


Additional InformationDINGHY PRIZE NIGHT<strong>Dinghy</strong> Prize Night is always a memorable way to conclude the season. The JuniorCommittee is responsible for the organisation of this evening and traditionally it is‘themed’. This is an evening where Fleet reports are presented, along with acknowledgementof individual trophy winners and place-getters in the Consistency & ClubChampionship events. The keenly contested ’Huck Scott, Junior Club Person of theYear Award’ is presented on this evening to a junior who has supported Club racingevents, displayed good sportsmanship, a good role model and generally been a helpfulperson who is prepared to take on just that extra responsibility.COMMUNICATIONSOur main source of communication is predominately carried out through email. Three International 420 Class yachts owned by theClub are currently stored in Germany.<strong>Royal</strong> <strong>Freshwater</strong> <strong>Bay</strong> <strong>Yacht</strong> Club is immensely proud of the fact that it has maintainedHuck Scott’s original concept and has now enabled some 132 young boys andgirls to experience travelling and competing internationally. The JESS programme is aunique annual event which offers young yachtsmen and women an opportunity to notonly improve their skills as sailors but to develop their characters and leadership qualities.No worthwhile personal achievement comes without application and hard work. As amember of a JESS team it is no different. Participants must be prepared to makesacrifices and apply themselves to the prescribed training programmes which, fromexperience, have proved essential. Those who do so will have participated in a venturethat can, for some, be life-changing and at the very least is a highly worthwhileand fulfilling experience which can create life-long memories and bonds of friendship.The <strong>2012</strong> JESS Tour saw a change to the International 29er Class. It is a two personboat with the class showing strong growth at RFBYC, in W.A. and Europe. Additional InformationJUNIOR COMMITTEEThe Junior Committee is made up of a Captain, Vice Captain, Treasurer & Secretaryplus Committee members. These positions are nominated & voted for at the JuniorAnnual General Meeting usually held in September. Positions are held for on year.The Committee oversee the running of the Junior Club. One of their responsibilities isto organise the social activities such as Sleepovers, Weekend to Rottnest, Fun Days,Pizza & DVD Nights and assistance with Keelboat & <strong>Dinghy</strong> Opening Days, with thehighlight of the year the themed Prize Night held in May. The Junior Committee isguided by the Rear Commodore Juniors and is a great opportunity for juniors to learnhow Committee’s & meetings operate.JUNIOR CLUB CANTEENThe canteen is the heart of our Junior Club and dinghy sailing. We have a well fittedout kitchen which includes, a commercial oven, freezers, fridges, warming ovens,microwave, deep fryer & a coffee machine. In addition to we have a built in BBQ locatedin the area at the back of the Clubhouse, along with a portable BBQ. The canteenis run completely by volunteers. A canteen co-ordinator is identified to ensurethe smooth running of this facility. The surplus made from our Canteen goes directlyback into improving our Junior Clubhouse.FLEET COACHINGAll fleets have allocated training days for coaching. Fleet Captains will keep you informedvia email as to training times. Cost is inclusive of membership at the Club.BUSY BEE39A ‘busy bee’ is held in September of each year to prepare the Clubhouse, storagesheds & surrounding grounds for the start of the season. We encourage all juniormembers & dinghy sailors to support this day. Fleet Captains often use this day toallocate dinghy storage to boats. Morning tea is provided for all volunteers.COACHING SCHOLARSHIPEach year the Club seeks expressions of interest from our Junior sailors for a chanceat a Coaching Scholarship. The Coaching Scholarship involves our junior sailorsparticipating in a ‘Small Boat <strong>Sailing</strong> Instructor’s Course—Basic Skill I’ which will providethem, once the course is completed with an Assistant Coach qualification (16-17yrs) or a Coach’s qualification (18yrs & over). Advertising for this scholarship willbe through the ‘<strong>Dinghy</strong> Digest’ in February/March/April with closing date for applicationson 30 April. This is a wonderful opportunity for our sailors and we encouragethem to take advantage of this offer.

To drive the Mark Laying Boat you will require a RST certificate.Support BoatsWe must provide support boats out on the water each week. We expectthese boats to watch out for our sailors in the event that they requireassistance. Each boat requires a driver & observer. This position comes ‘highly recommended’ as it isquite social and a fantastic way to meet other parents.
