Step 9: Capacity Building for Members <strong>of</strong> the Task Force and FocalPersons••Lack <strong>of</strong> capacity has been identified as a major challenge to the development andimplementation <strong>of</strong> NAPs.••Sensitization and capacity building workshops and other strategic meetings prior to theformulation <strong>of</strong> a NAP can be a good way to involve different stakeholders and to ensurethat they are all on the same page with regards to the content and the elaboration <strong>of</strong>the plan.Step 10: Enabling Stakeholder Participation••A series <strong>of</strong> sensitization workshops should be held for stakeholder at all levels(government sectors, private organizations and CSOs) to create large scale awarenessand understanding about WPS issues so that the action plan that is put in place will beone that will truly represent and address the needs and interests <strong>of</strong> all stakeholders; thiscan help build a sense <strong>of</strong> collective ownership, teamwork and accountability.••The number <strong>of</strong> workshops/meetings will depend on:»»The level <strong>of</strong> understanding and political will to tackle WPS issues;»»The needs;»»The geographical spread/landmass <strong>of</strong> the country and in some cases the identitygroupings;»»Available resources (including human and financial Resources);.••Apart from workshops, sensitization can also be through media advocacy in which WPSissues are discussed on printed and electronic media; dissemination <strong>of</strong> BCC/IEC materials.••Whatever the means <strong>of</strong> sensitization, mechanisms should be put in place for obtainingfeedback from the stakeholders.Step 11: Defining the Contents <strong>of</strong> NAPs••NAPs should address what is specified in the WPS resolutions and local context andconcerns which will vary from one country to another.••Countries may differ in terms <strong>of</strong> context and content but most NAPs that have beendeveloped have focussed on the core pillars <strong>of</strong> the resolutions which are:»»Prevention <strong>of</strong> conflicts;»»Participation <strong>of</strong> women;»»Protection <strong>of</strong> women and girls and recently a fourth pillar;»»Prosecution;••Others, in addition to above, have addressed issues <strong>of</strong> domestic relevance such as climatechange, disarmament and human trafficking.••NAPs should include the following:16
