TERMS & CONDITIONS FOR RATE CONTRACT OF ADVERTISEMENT1. The firm should send bid security of Rs.10,000/- in favour of ICAR-UNIT-CSSRI, Karnal withoutwhich tender will be rejected in straight way.2. EMD/BID Security of the bidder will be forfeited, if the bidder withdraws or amends its bids derogatesfrom the bid in any respect with the period of validity of bids. The successful bidder bid security/EMDwill be forfeited, if the firm fails to honors the orders given to them or fail to execute the work/order intime.3. The discount offered on DAVP rates for individual categories should be mentioned clearly in thebid offered alongwith a copy of DAVP rates and validity period of such concession which is to be notless then 2 years in any case. The tender should mention clearly the applicability and rate of taxes, ifany.4. The Advertisement agency should be accredited to Indian Newspaper Society (INS) and having aBranch Office at Karnal only needs to apply and should provide such Registration No. etc. in thequotation failing which quotation may not be considered.5. All the advertisement will be published on DAVP rates. A certificate in this regard may be given in allthe bills sent by the agency for payment alongwith cutting of newspaper.6. The payments will be made on bill basis no advance payment will be given.7. All the advertisement could be collected personally for urgent action at your end.8. The firm shall arrange translation of each advertisement text from English to all other regionallanguages in which the advertisement would be published. No additional charges given for the same.9. All the advertisement which will be published on all India basis may be published in differentnewspapers alongwith regional languages as per DAVP policy. CSSRI, Karnal will not be responsiblefor any dispute with newspapers.10. If firm fails to advertise the Institute tender/notices etc. within the time frame fixed by the Institute, thepurchaser will deduct Rs.500/- per day as liquidated damage, however, the purchaser shall be entitledto the benefit of any decrease in price and cost, on any ground whatsoever, of the goods & servicesduring the period of delay.11. If, the services of the firm are not found satisfactory, the office has the right to cancel the contract anytime without giving any reason.12. A certificate to the effect that the firm is not providing higher rate of discount to any other Govt.Department/organization.13. The tender shall be governed by the law of India. If any dispute or difference of any kind arisesbetween the purchaser and the supplier in connection with the contract, the parties shall make everyeffort to resolve the same amicably by mutual discussions. However, it the parties fail to resolve thedisputes or differences by such mutual discussion within 30 days, either the purchaser or the suppliermay give notice to the other party of its intention to refer the same to arbitration. The arbitration willbe conducted by a sole arbitrator, who will be appointed by the Secretary, ICAR and the procedure tobe followed in this respect will be as per the Indian Arbitration act 1996. The venue of the arbitrationshall be the place (i.e. CSSRI, Karnal) from where the contract is issued.14. Enclosed the copy of your latest ITCC (Income tax clearance certificate)15.
