ANSI/<strong>NIST</strong>-ITL 1-<strong>2011</strong> - UPDATE 2013 DRAFT VERSIONF.1 IntroductionThis annex to the ANSI/<strong>NIST</strong>-ITL 1-<strong>2011</strong> standard defines a series of updated fields <strong>for</strong> theType-9 record that include a broad, complete, and detailed set of friction skin features. Thesefields are collectively described as the “Extended Friction Ridge Feature Set” (EFS). Extendedfriction ridge features will generally correspond to a latent fingerprint or palmprint image in aType-13 record, a fingerprint image in a Type-14 record, a palmprint image in a Type-15record, or a plantar image in a Type-19 record.F.2 ScopeThis annex defines the content, <strong>for</strong>mat, and units of measurement <strong>for</strong> the definition and/orexchange of friction ridge feature in<strong>for</strong>mation that may be used in the identification of a subjectbased on fingerprint or palmprint image in<strong>for</strong>mation. This in<strong>for</strong>mation is intended <strong>for</strong> anindividual examiner to define the content of a single impression or comparison of twoimpressions, as well as <strong>for</strong> interchange between criminal justice admi<strong>nist</strong>rations or organizationsthat use fingerprints or palmprints <strong>for</strong> identification purposes.F.3 PurposeThe purpose of this annex is to define a quantifiable, repeatable, and clear method ofcharacterizing the in<strong>for</strong>mation content or features of latent or exemplar images fromfingerprints, palmprints, or other friction ridge skin.Uses may include, but are not limited to,• Definition of the in<strong>for</strong>mation content of a single friction ridge impression as discernedby an examiner during analysis, <strong>for</strong> archiving, interchanges with other examiners,validation and quality assurance processing, and quantitative analysis.• Definition of the in<strong>for</strong>mation content and determination of a comparison of two frictionridge impressions as discerned by an examiner during comparison and evaluation, <strong>for</strong>archiving, interchanges with other examiners, validation and quality assuranceprocessing, and quantitative analysis.• Interoperable interchange <strong>for</strong>mat <strong>for</strong> automated fingerprint or palmprint systems, <strong>for</strong>human-initiated searches, fully automated searches, data interchange between automatedsystems, and feedback to examiners from automated processing.May, 2013 DRAFT VERSION UPDATE 2013 Page 485
