ANSI/<strong>NIST</strong>-ITL 1-<strong>2011</strong> - UPDATE 2013 DRAFT VERSIONagencies or organizations that have agreed to use specific pre-assigned data blocks <strong>for</strong>exchanging in<strong>for</strong>mation unique to their installations, such as the Type-2 record (See Section8.2), which is composed of user-defined content. Each user-defined XML element shallalso have a definition and data type associated with it. Each domain or application profilecreated shall have a point of contact responsible <strong>for</strong> keeping the documentation on thecontent of the user-defined data blocks within their domain. The contact shall serve as aregistrar and maintain a repository including documentation <strong>for</strong> all the common and userspecificType-2 content contained within the substitution block <strong>for</strong>. As additional fields are required by specificagencies <strong>for</strong> their own applications, new XML elements and definitions may be registeredand reserved to have a specific meaning. When this occurs, the registrar is responsible <strong>for</strong>ensuring a single definition <strong>for</strong> each XML element used by different members of the domainor application profile. Additional content in the Type-2 record may be defined as asubstitute <strong>for</strong> by agreement of sending and receiving parties.C.9 NIEM biometrics domainThe biometrics domain is a part of NIEM. It has its own oversight body, and is subject toNIEM governance. The oversight body <strong>for</strong> the biometrics domain is US-VISIT in theDepartment of Homeland Security. Although the word 'domain' is used <strong>for</strong> both'Implementation domain' and 'Biometric domain', the concepts are not related.C.10 Record descriptionsC.10.1Type-1 Transaction in<strong>for</strong>mation recordThe XML name <strong>for</strong> the Type-1 record (Section 8.1) is ,and its element shall have a value of “1”.C.10.2Type-2 User-defined descriptive text recordThe XML name <strong>for</strong> the Type-2 record (Section 8.2) is, and its element shallhave a value of “2”.
