Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water shall beensured and treated wastewater shall meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent. Leachate study for <strong>the</strong>effluent generated and analysis should also be regularly carried out and report submitted to <strong>the</strong>Ministry’s Regional Office at Bangalore, SPCB and CPCB.6. The total water requirement shall not exceed 13 m 3 /day. ‘Zero’ effluent discharge shall be strictlyfollowed and no wastewater should be discharged outside <strong>the</strong> premises.7. Efforts shall be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshould be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshould be met from o<strong>the</strong>r sources.8. All <strong>the</strong> ferro chrome slag shall be used for land filling inside <strong>the</strong> plant or used as building materialonly after passing through Toxic Chemical Leachability Potential (TCLP) test. O<strong>the</strong>rwise,hazardous substances shall be recovered from <strong>the</strong> slag and output waste and be disposed insecured landfill as per CPCB guidelines.9. Risk and Disaster Management Plan along with <strong>the</strong> mitigation measures should be prepared anda copy submitted to <strong>the</strong> Ministry’s Regional Office at Bangalore, SPCB and CPCB within 3months <strong>of</strong> issue <strong>of</strong> environment clearance letter.10. As proposed, green belt should be developed in at least 33 % <strong>of</strong> <strong>the</strong> project area. Selection <strong>of</strong>plant species shall be as per <strong>the</strong> CPCB guidelines in consultation with <strong>the</strong> DFO.11. At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project should be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on locals need and item-wise details along with time bound action planshould be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Bangalore. Implementation<strong>of</strong> such program shall be ensured accordingly in a time bound manner.36.2.4 Expansion project consisting <strong>of</strong> enhancement <strong>of</strong> production capacity <strong>of</strong> existing writing, printingpaper (140 TPD to 200 TPD), setting up <strong>of</strong> 200 TPD Duplex Board Plant with 1x8 MW Captiveco-generation power plant in <strong>the</strong> existing mill premises at Falta Industries Growth Centre,Phase-II, Sector-V, Village Falta, District South 24 Parganas, West Bengal by M/s KohinoorPaper & Newsprint (P) Limited- regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Envirotech East Pvt. Ltd., Kolkata, gave adetailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protectionmeasures to be undertaken as per Terms <strong>of</strong> Reference (TORs) awarded during <strong>the</strong> 14 th <strong>Meeting</strong> <strong>of</strong> <strong>the</strong><strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1), held during 23 rd - 25 th September, 2010 for preparation <strong>of</strong>EIA/EMP. Pulp and paper industry excluding manufacturing <strong>of</strong> paper from waste paper and manufacture<strong>of</strong> paper from ready pulp without bleaching are listed at serial no. 5(i) under Category A <strong>of</strong> <strong>the</strong> Schedule<strong>of</strong> EIA Notification 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) <strong>of</strong> MoEF.M/s Kohinoor Paper & Newsprint Pvt. Ltd. have proposed for enhancement <strong>of</strong> productioncapacity <strong>of</strong> existing writing, printing and newsprint paper from 140 TPD to 200 TPD, setting up <strong>of</strong> 200TPD Duplex Board Plant along with 1x8 MW Captive co-generation power plant at Falta IndustrialGrowth Centre, Phase-II, Sector-V, Village Falta, District South 24 Parganas, West Bengal. The unit willinstall paper machine, pulp mill & coal fired boiler. The proposed project will be installed within <strong>the</strong>existing plant area, comprising <strong>of</strong> 30.36 acres, which is under <strong>the</strong> possession <strong>of</strong> <strong>the</strong> company. The landis leased with WBIIDC. Out <strong>of</strong> <strong>the</strong> total plant area, 33% is earmarked for <strong>the</strong> green belt developmentalong <strong>the</strong> plant boundary. No national parks / wild life sanctuary/reserve forests are located within 10 kmradius. River Hooghly flows at a distance <strong>of</strong> 740 m. from <strong>the</strong> project site. Kolkata is around 70 km from<strong>the</strong> project site. Total cost <strong>of</strong> <strong>the</strong> project is Rs. 211.19 crores.The existing as well as proposed units along with <strong>the</strong>ir capacities are as follows:Proposal Existing Capacity Proposed Capacity8
