Regular monitoring of influent and effluent surface, sub-surface and ground water shall beensured and treated wastewater shall meet the norms prescribed by the State Pollution ControlBoard or described under the E(P) Act whichever are more stringent. Leachate study for theeffluent generated and analysis should also be regularly carried out and report submitted to theMinistry’s Regional Office at Bangalore, SPCB and CPCB.6. The total water requirement shall not exceed 38.4 m 3 /day. ‘Zero’ effluent discharge shall bestrictly followed and no wastewater should be discharged outside the premises.7. Efforts shall be made to make use of rain water harvested. If needed, capacity of the reservoirshould be enhanced to meet the maximum water requirement. Only balance water requirementshould be met from other sources.8. Slag produced in Ferro Manganese (Fe-Mn) production shall be used in manufacture of SilicoManganese (Si-Mn). All the other ferro alloy slag shall be used in the preparation of buildingmaterials.9. No Ferro Chrome shall be manufactured without prior approval from the Ministry of Environment& Forests.10. Risk and Disaster Management Plan along with the mitigation measures should be prepared anda copy submitted to the Ministry’s Regional Office at Bangalore, SPCB and CPCB within 3months of issue of environment clearance letter.11. As proposed, green belt should be developed in at least 33 % of the project area. Selection ofplant species shall be as per the CPCB guidelines in consultation with the DFO.12. At least 5 % of the total cost of the project should be earmarked towards the Enterprise SocialCommitment based on locals need and item-wise details along with time bound action planshould be prepared and submitted to the Ministry’s Regional Office at Bangalore. Implementationof such program shall be ensured accordingly in a time bound manner.36.2.3 Establishment of low carbon ferro alloy manufacturing unit at Plot No.9, Peddapuram Industrialarea, Phase III, Kakinada Mandal, East Godavari District, Andhra Pradesh by M/s VeekaySmelters Pvt. Limited- regarding Environmental ClearanceThe project authorities and their consultant, M/s Pioneer Enviro Laboratories & Consultants Pvt.Ltd., Hyderabad gave a detailed presentation on the salient features of the project and proposedenvironmental protection measures to be undertaken as per the Draft Terms of Reference (TORs)awarded during the 32 nd EAC meeting held on 27 th - 28 th January, 2012 for preparation of EIA/EMP. Allthe Ferro alloy plants are listed at S.No. 3(a) in Primary Metallurgy Industry under Category A of theSchedule of EIA Notification 2006 and appraised by the Expert Appraisal Committee (Industry-1) ofMoEF.M/s Veekay Smelters Pvt. Ltd. have proposed to set up a low carbon ferro alloy manufacturingunit at Plot No.9, Peddapuram Industrial area, Phase III, Kakinada Mandal, East Godavari District,Andhra Pradesh. The land acquired for the project is 1.01 acres and green belt will be developed in 33%area. No R & R is involved. No National Park / Sanctuary is located within 10 km radius of the proposedproject site. Rameswaram Reserve Forest is at a distance of 6.5 Kms. from the project site. Total cost ofthe proposed project is Rs. 4.28 Crores. Rs. 0.25 Crores and Rs. 5.0 lakhs will be earmarked towardstotal capital cost and recurring cost/annum for environmental pollution control measures.Following are the proposed products and their production capacities:S.
