3. The National Ambient Air Quality Emission Standards issued by <strong>the</strong> Ministry vide G.S.R. No.826(E) dated 16 th November, 2009 should be followed.4. Gaseous emission levels including secondary fugitive emissions from all <strong>the</strong> sources should becontrolled within <strong>the</strong> latest permissible limits issued by <strong>the</strong> Ministry and regularly monitored.Guidelines/Code <strong>of</strong> Practice issued by <strong>the</strong> CPCB should be followed. New standards for <strong>the</strong>sponge iron plant issued by <strong>the</strong> Ministry vide G.S.R. 414(E) dated 30 th May, 2008 should befollowed.5. Vehicular pollution due to transportation <strong>of</strong> raw material and finished product should becontrolled. Proper arrangements should also be made to control dust emissions during loadingand unloading <strong>of</strong> <strong>the</strong> raw material and finished product.6. The water requirement shall not exceed 85 m 3 /hr. ‘Zero’ effluent discharge shall be strictlyfollowed and no wastewater should be discharged outside <strong>the</strong> premises.7. Efforts should be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshould be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshould be met from o<strong>the</strong>r sources.8. Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water should beensured and treated wastewater should meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent.9. Proper handling, storage, utilization and disposal <strong>of</strong> all <strong>the</strong> solid waste should be ensured andregular report regarding toxic metal content in <strong>the</strong> waste material and its composition, end use <strong>of</strong>solid/hazardous waste should be submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar,SPCB and CPCB.10. A Disaster Management Plan should be prepared and a copy submitted to <strong>the</strong> Ministry’sRegional Office at Bhubaneswar, SPCB and CPCB within 3 months <strong>of</strong> issue <strong>of</strong> environmentclearance letter.11. As proposed, green belt should be developed in at least 33 % <strong>of</strong> <strong>the</strong> project area. Selection <strong>of</strong>plant species shall be as per <strong>the</strong> CPCB guidelines in consultation with <strong>the</strong> DFO.12. All <strong>the</strong> recommendations made in <strong>the</strong> Charter on Corporate Responsibility for EnvironmentProtection (CREP) for <strong>the</strong> Steel Plants should be implemented.13. At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project should be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on locals need and item-wise details along with time bound action planshould be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar.Implementation <strong>of</strong> such program should be ensured accordingly in a time bound manner.36.3.8 Proposed capacity enhancement <strong>of</strong> cement plant from 1.2 MTPA (3,600 TPD) cement to 2.0MTPA clinker (6,000 TPD) and 2.7 MTPA cement from New Chittor Cement works andinstallation <strong>of</strong> coal based CPP 80 MW (50 MW+30 MW) at Village Chanderia, District Chittorgarhin Rajasthan by M/s Birla Corporation Limited - regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s. Cholamandalam MS Risk Services Limited.,Chennai gave a detailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmentalprotection measures to be undertaken as per <strong>the</strong> Terms <strong>of</strong> Reference (TORs) accorded during <strong>the</strong> 16 th<strong>Meeting</strong> <strong>of</strong> <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) held during 22 nd – 24 th November 2010 forpreparation <strong>of</strong> EIA/EMP report. All <strong>the</strong> cement plants (more than 1.0 MTPA) are listed at S.No. 3(b)under Category A <strong>of</strong> <strong>the</strong> Schedule <strong>of</strong> EIA Notification 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong><strong>Committee</strong> (Industry-1) <strong>of</strong> MoEF.54
